In view of the upcoming Bihar Assembly elections, Chief Secretary Amrit Lal Meena has imposed a blanket ban on the transfer of personnel engaged in the Special Intensive Revision of the Voter List. Acting on directives from the Election Commission of India (ECI), the order underscores the national significance of the initiative, which is being launched first in Bihar.
Ensuring Full Staff Availability
Mr. Meena, a 1989-batch IAS officer, has instructed all divisional commissioners and district magistrates to ensure the continuous availability of staff involved in the revision process. He stressed that the success of the ECI-led drive depends on smooth coordination and stable deployment of personnel at every administrative level.
Critical Roles and Temporary Assignments
The directive highlights the key roles of Electoral Registration Officers, Assistant Electoral Registration Officers, BLO Supervisors, and Booth Level Officers (BLOs) in the revision process. Many of these positions are currently manned by personnel on temporary deputation, including school teachers, Vikas Mitras, Anganwadi Sevikas, Kachahari Secretaries, Panchayat Secretaries, and Tola Sevaks.
No Transfers During the Revision Period
To maintain operational continuity, Mr. Meena has strictly prohibited any transfer of these officials during the revision period. He has also directed that alternate arrangements be made to handle their routine departmental responsibilities. The state government has reaffirmed its commitment to the successful implementation of the Special Summary Revision 2025 and has urged all district administrations to take all necessary steps to fulfill the ECI’s mandate.
