New Digital Summons System Introduced to Ensure Accountability

In a bid to curb judicial delays, Bihar’s Director General of Police (DGP) Vinay Kumar (1991-batch IPS) has announced stringent measures against police officers who fail to appear in court as witnesses. Under the new directive, officers who skip court hearings without valid justification will face salary deductions.

Addressing Chronic Absenteeism in Courts

Despite being crucial witnesses in criminal trials, many Bihar police officers have been repeatedly absent from court proceedings—leading to frequent adjournments, particularly in “speedy trial” cases meant to fast-track justice in serious crimes. This negligence has not only delayed verdicts but also weakened public trust in law enforcement.

DGP’s Strict Directive

DGP Vinay Kumar emphasized that court appearances are a mandatory duty for police personnel. “Ignoring summons without a legitimate reason will result in withheld salaries,” he stated, underscoring the need for greater accountability within the force.

Tech-Driven Monitoring via Digital Portal

To streamline compliance, the Bihar Police is rolling out a digital summons management system that will:

Track and notify officers about court appearances.

Maintain records of summons served and attendance.

Assist in logistical planning to ensure timely depositions.

This initiative aligns with Bihar’s push for digitization in policing, aiming to reduce procedural lapses.

Expected Outcomes

The policy is anticipated to:
Expedite trials by reducing witness no-shows.
Restore public confidence in the justice system.
Enhance discipline among police personnel.
Serve as a potential model for other states grappling with similar issues.

Legal Experts Applaud the Move

Former Patna High Court judges and legal professionals have endorsed the decision. “Linking salary to court duty is a necessary deterrent,” remarked a retired judge. “Public servants must prioritize their legal obligations.”

With this measure, Bihar aims to strengthen judicial efficiency while reinforcing police accountability—a critical step in ensuring timely justice.
