Bihar IAS Transfers 2026: Gopal Meena Appointed Governor’s Secretary, Chongthu Shifted; Lakhisarai Gets New DM

In a notable administrative reshuffle aimed at enhancing governance efficiency, the Bihar government has transferred four Indian Administrative Service (IAS) officers, assigning them new roles across key departments and administrative positions. The changes were officially notified by the General Administration Department, signaling a strategic realignment within the state bureaucracy.
One of the most significant developments in this reshuffle is the transfer of senior IAS officer Robert L. Chongthu (1997 batch).

Previously serving as Principal Secretary to the Governor, Chongthu has now been appointed as Principal Secretary of the Minority Welfare Department. He will continue in this position until further orders, bringing his extensive administrative experience to a department crucial for inclusive development and welfare initiatives.

In another key appointment, Gopal Meena (2007 batch), who was serving as Secretary in the Revenue and Land Reforms Department, has been named the new Secretary to the Governor. This is considered a prominent and sensitive role within the Raj Bhavan, involving close coordination with constitutional authorities. In addition to this responsibility, Meena has also been given the additional charge of Vigilance Commissioner in the General Administration Department, further expanding his administrative responsibilities.

Meanwhile, Mohammad Sohail, also a 2007-batch IAS officer, has been entrusted with the role of Secretary in the General Administration Department. Notably, he will continue to hold his existing position as Inquiry Commissioner, ensuring continuity in ongoing administrative and investigative functions. Officials have indicated that this dual responsibility is intended to maintain stability and efficiency within the department.

At the district level, a significant change has been made with the appointment of Shailendra Kumar as the new District Magistrate (DM) of Lakhisarai. Previously serving as Special Secretary in the Agriculture Department, Kumar’s new role is expected to strengthen governance and administrative delivery at the grassroots level. His experience in policy and departmental functioning is likely to contribute to improved district administration.

The reshuffle reflects a broader administrative strategy by the Bihar government to optimise the deployment of experienced officers in roles where their expertise can be most effective. Departments such as Minority Welfare, General Administration, and district governance are expected to benefit from this reallocation of leadership.

Such periodic transfers are a routine yet crucial aspect of governance, ensuring fresh perspectives, improved accountability, and enhanced efficiency in public service delivery. By repositioning key अधिकारियों, the state government aims to streamline administrative processes and address evolving governance challenges more effectively.
