Bihar IPS Reshuffle 2026: 29 Police Officers Transferred, SPs of 13 Districts Replaced; Mamta Kalyani Appointed Patna City SP
Bihar government has transferred 29 police officers, including 27 IPS and 2 BPS officers, in a major reshuffle. New SPs have been appointed in Khagaria, Katihar, Aurangabad, Saharsa, Purnia and several other districts, while significant changes have also been made in Patna Police.
Patna: In one of the most significant police reshuffles witnessed in Bihar this year, the state government has transferred 29 police officers, including 27 Indian Police Service (IPS) officers and two Bihar Police Service (BPS) officers, in a sweeping administrative exercise aimed at strengthening policing, improving law and order management and enhancing operational efficiency across the state.
The Home Department issued an extensive notification on Thursday announcing changes across district police leadership, armed police formations, specialized branches, police training institutions and urban policing units. The reshuffle affects more than a dozen districts and includes key appointments in the Patna Police Commissionerate, making it one of the largest police-level administrative exercises undertaken by the Nitish Kumar government in recent months.
Officials said the transfers are part of a broader strategy to improve coordination, ensure effective deployment of experienced officers and inject fresh leadership into critical policing assignments across Bihar.
The reshuffle comes at a time when the state administration is focusing heavily on crime control, public safety, intelligence gathering and strengthening field-level law enforcement mechanisms.
Major Overhaul in Patna Police Commissionerate
The state capital has witnessed some of the most important changes under the latest reshuffle.
Several officers serving in key positions within Patna Police have been reassigned to district leadership roles, while new officers have been brought in to strengthen urban policing and crime management in the capital.
Bhanu Pratap Singh, who has been serving as City SP (West), Patna, has been appointed Superintendent of Police (SP), Khagaria. His transfer is being viewed as a significant field posting, given the strategic importance of the district.
Similarly, Parichay Kumar, currently posted as City SP (East), Patna, has been transferred as Superintendent of Police, Katihar. Katihar remains one of the state’s important districts because of its location and connectivity, making effective policing a key administrative priority.
One of the most notable appointments in the capital is that of Mamta Kalyani, who has been posted as City SP (Central), Patna. Her appointment places her in charge of one of the most sensitive policing zones in Bihar’s largest urban centre.
Meanwhile, Abhinav, who was serving as Sub-Divisional Police Officer (SDPO), Patna Sadar, has been promoted to the position of City SP, Gaya. The move reflects the government’s confidence in his field-level policing capabilities.
The government has also appointed Sanket Kumar as City SP (West), Patna, and Shaileja as City SP (East), Patna, completing a substantial reorganization of the capital’s police leadership structure.
Officials believe these changes will strengthen crime prevention, law and order management and public safety measures across the Patna Commissionerate.
New Police Chiefs Appointed Across Bihar
Beyond Patna, the reshuffle has resulted in significant leadership changes across numerous districts.
West Champaran Gets New SP
Kumar Gautam has been appointed Superintendent of Police, West Champaran (Bettiah), a district that holds considerable administrative and strategic importance because of its location along the Indo-Nepal border.

His experience in security and intelligence-related assignments is expected to contribute to stronger policing initiatives in the district.

At the same time, Himanshu, who was previously serving as SP, Saharsa, has been transferred and posted as SP, Sheikhpura.

Armed Police Battalions Get New Commandants
The reshuffle is not limited to district policing. Several experienced officers have also been moved to leadership positions in Bihar’s Special Armed Police formations.

These units play a crucial role in maintaining operational readiness, assisting district police during major deployments and supporting specialized law enforcement operations across the state.
Important Changes in Police Training Institutions
The government has also focused on strengthening police training infrastructure through key appointments in educational and capacity-building institutions.
Ambrish Rahul, who was serving as SP, Aurangabad, has been appointed Assistant Director at the Bihar Police Academy, Rajgir.
The academy is responsible for training IPS probationers, deputy superintendents of police and other officers, making it one of the most important institutions in Bihar’s policing ecosystem.
In another appointment, Manoj Ram has been posted as Principal of the Police Training School, Nathnagar.
These assignments are expected to strengthen training standards, professional development programmes and skill-building initiatives for police personnel.
Focus on Better Law and Order Management
Officials say the large-scale reshuffle reflects the government’s commitment to strengthening policing at multiple levels.
The state administration has increasingly emphasized the need for effective law enforcement, better coordination between field units and improved response mechanisms for public safety concerns.
By placing experienced officers in critical districts and specialized units, the government hopes to improve operational efficiency, crime control measures and intelligence-based policing.
The transfers also aim to create a balance between field assignments, administrative roles and institutional responsibilities, ensuring that officers gain diverse exposure throughout their careers.
Key Districts Affected by the Reshuffle
The latest transfer exercise has impacted several important districts, including:
Banka

A Strategic Administrative Exercise
Administrative observers describe the latest transfers as more than a routine reshuffle. The changes appear designed to strengthen district policing, improve institutional capacity and ensure that experienced officers are deployed where they can have the greatest operational impact.
The reorganization of leadership positions in Patna, the appointment of new district police chiefs and the strengthening of armed police battalions together signal a broader effort to enhance Bihar’s policing architecture.
As the newly appointed officers assume charge in their respective districts and units, attention will now shift to how effectively they address law and order challenges, improve policing outcomes and strengthen public confidence in the state’s law enforcement system.
With 29 officers receiving new assignments in a single order, the latest Bihar IPS reshuffle stands out as one of the most consequential police administrative exercises of 2026 and is expected to shape policing priorities across the state in the months ahead.
