Midnight Bureaucratic Overhaul in Bihar: 14 IAS Officers Transferred as Former DMs Move to Power, Education, and Key Corporations
Patna is witnessing a massive administrative cleaning of the slate. In a swift, late-night move, the Bihar government has executed yet another high-profile bureaucratic reshuffle, transferring 14 IAS officers across several critical public sector undertakings, key state departments, and the central secretariat.
The official notification, dropped by the General Administration Department late Sunday night, gave all the affected officers a crystal-clear directive: take charge of your new assignments immediately.
What makes this development fascinating is the timing. This midnight shake-up comes just three days after the state government moved 21 IAS officers around—including a massive swap of District Magistrates across 11 major districts—making it one of the largest bureaucratic overhauls the state has seen in recent history.
Let us break down exactly who is moving where, and why this reshuffle is turning heads in Bihar’s political and administrative circles.
Second Chances: Five Ousted DMs Secure Critical Seats
The absolute highlight of this fresh order is how the state has handled five former District Magistrates. These officers were recently stripped of their district commands during the massive June 18 reshuffle. Instead of being sidelined, they have just been handed some of the heaviest portfolios in state corporations and core government departments.
Nawal Kishore Chaudhary (IAS: 2013): The former DM of Bhagalpur is stepping into a high-stakes corporate role as the new Managing Director of the Bihar State Power Transmission Company Limited (BSPTCL). He is also keeping a foot in policy as the Special Secretary in the Urban Development and Housing Department.
Navdeep Shukla: After handing over his command as the Banka DM, Shukla has been positioned as the Special Secretary in the Department of Youth, Employment, and Skill Development. He will also double as the Additional CEO for the state’s Skill Development Mission.
Pawan Kumar Sinha: Moving from his stint as the Gopalganj DM, Sinha is transitioning into a crucial academic-governance role as the Special Secretary in the Higher Education Department.
Vishal Raj: The former Kishanganj DM is entering Bihar’s energy sector as the Managing Director of the Bihar State Power Generation Company Limited.
Pramod Kumar: The ex-Nalanda DM has been brought into the administrative fold as an Additional Secretary within the Higher Education Department.
Major Shakes in Infrastructure, Energy, and Dairy
The state’s top-tier infrastructure and public utility boards are also getting entirely new leadership lineups.
Animesh Kumar Parashar, who is already running the show as the Managing Director of the Bihar Urban Infrastructure Development Corporation (BUIDCo), has just been loaded up with the additional charge of Secretary for the entire Urban Development and Housing Department. At the same time, Nilesh Ramchandra Deore—the current Special Secretary for Civil Aviation—is taking on an extra desk as the Special Secretary in that very same Urban Development department.
Meanwhile, there is a big change over at COMFED, the massive cooperative dairy network that drives the incredibly popular local ‘Sudha Dairy’ brand. Shirshat Kapil Ashok has been pulled from his post as the Managing Director of the Bihar State Road Development Corporation (BSRDC) to steer the dairy cooperative. He will still continue to manage his existing responsibilities across the Disaster Management Department and the state’s Fisheries and Dairy sectors.
With Ashok moving to COMFED, Saurabh Jorwal—the current MD of South Bihar Power Distribution Company Limited—is stepping up to handle the additional charge of Managing Director at the Road Development Corporation.
Bridging the Gap: Municipal Heads Pack for the Secretariat
The state is also pulling a handful of aggressive ground-level administrators directly out of municipal corporations and district headquarters to inject fresh blood into the state Secretariat in Patna.
Shreshtha Anupam: Moving from Deputy Development Commissioner (DDC) in Muzaffarpur to become a Joint Secretary in the high-pressure Finance Department.
Abhishek Palasia: Upgraded from Municipal Commissioner of the Gaya Municipal Corporation to a Joint Secretary role in the Road Construction Department.
Pradeep Singh: Leaving his post as the DDC of Bhagalpur to settle in as a Joint Secretary in the Tourism Department.
Kumar Mangalam: The Municipal Commissioner of Purnia has been reassigned to serve as the new Secretary of the Board of Revenue.
Revamping Livelihoods, Education, and Health
The human development sectors did not go untouched either. The rural livelihood and employment wings are getting a major shot in the arm with Ananya Singh (formerly the DDC of Aurangabad) taking over as the Additional CEO of Jeevika, while simultaneously taking full command as the state’s MGNREGA Commissioner.
On the health front, Sparsh Gupta is moving away from the Bihar State Seed Corporation to take the reins as the Additional Executive Director of the State Health Society. Over in Education, Kumar Nishant Vivek has been pulled from his municipal duties in Biharsharif to become the Director of Primary Education, while Prashant Kumar CH takes on the extra mantle of Project Director for the Bihar Education Project Council.
The Driving Strategy Behind the Reshuffle
When you look at these back-to-back shake-ups orchestrated by the Nitish Kumar administration, the pattern becomes obvious. By quickly rearranging 35 high-ranking IAS officers within just a 72-hour window, the government is trying to clean out the cobwebs, optimize efficiency, and place battle-tested leaders into the absolute pillars of Bihar’s development—infrastructure, power, rural employment, and education. It is a massive bet on administrative agility to ensure the state’s core public delivery systems keep running without skipping a single beat.
