Centre Empanels IAS Amit Kumar as Joint Secretary; Armstrong Pame Prematurely Repatriated to Manipur with Cooling-Off Clause
In a notable set of bureaucratic developments, the Government of India has announced empanelment and cadre-related decisions involving senior Indian Administrative Service (IAS) officers. While Amit Kumar (IAS:2010:JH) has been empanelled for a Joint Secretary-level position at the Centre, Armstrong Pame (IAS:2009:MN) has been prematurely repatriated to his parent cadre of Manipur, nearly a year before the scheduled completion of his central deputation tenure.
Amit Kumar Empanelled for Joint Secretary Role
Amit Kumar, a 2010-batch IAS officer from the Jharkhand cadre, has been empanelled to hold the post of Joint Secretary or equivalent at the Centre, marking a significant milestone in his administrative career.
Currently serving as Secretary, Commercial Tax Department, Jharkhand, Kumar has held several important assignments, including:
Director, State Urban Development Agency (SUDA)
CEO, Jharkhand Smart City Mission
Managing Director, Jharkhand State Housing Board
Deputy Commissioner (DC), Palamu district
Private Secretary to the Union Minister for Tribal Affairs
Born on January 1, 1985, Kumar is an alumnus of Patna University (B.A.) and Delhi University (M.A.). Known for his administrative versatility, he has contributed extensively in the fields of urban development, taxation, and governance in Jharkhand. His empanelment signals readiness for senior policymaking responsibilities at the national level.
Armstrong Pame Repatriated to Manipur Before Tenure Completion
In another major move, Armstrong Pame, a 2009-batch IAS officer of the Manipur cadre, has been prematurely repatriated to his parent cadre. According to the notification issued by the Department of Personnel and Training (DoPT), the Appointments Committee of the Cabinet (ACC) approved his early return along with the imposition of an extended cooling-off condition.
Pame’s central deputation tenure was originally scheduled to conclude on April 17, 2027, but he is being sent back nearly a year in advance.
Career Trajectory at the Centre
Armstrong Pame joined central deputation in April 2022 as Deputy Secretary, Ministry of Information & Broadcasting. His subsequent career progression at the Centre includes:
Appointment as Director, Department of School Education & Literacy in September 2024
Empanelment as Joint Secretary in February 2025
Appointment as Joint Secretary, Department of Higher Education on March 21, 2025
Academically, Pame holds a B.Sc. in Physics from Delhi University and a Master’s degree in Public Policy, reflecting his strong academic and professional credentials.
“Miracle Man of Manipur”
Armstrong Pame is widely celebrated as the “Miracle Man of Manipur” for his pioneering role in constructing a 100-km “People’s Road” in 2012, connecting remote areas of Manipur with Nagaland and Assam. Remarkably, the project was completed without government funding, relying instead on crowdfunding and voluntary community participation, making it a landmark example of community-driven development.
Significance of the Moves
The empanelment of Amit Kumar underscores the Centre’s strategy of positioning experienced officers in senior policymaking roles, while Armstrong Pame’s early repatriation highlights the evolving dynamics of cadre management and central deputation policies.
Such decisions reflect the government’s efforts to balance cadre requirements with national administrative priorities, ensuring that officers with proven track records are deployed effectively across both state and central responsibilities.
