Centre Appoints Awanish Kumar and Sonal Swaroop as Census Directors to Strengthen Citizen Registration Systems

In a significant administrative move aimed at strengthening India’s census and citizen registration framework, the Central Government has appointed two Indian Administrative Service (IAS) officers to key positions across Union Territories and northeastern states. The appointments of Awanish Kumar and Sonal Swaroop as Directors of Census Operations and Directors of Citizen Registration (DCO/DCR) reflect an ongoing effort to streamline data governance and enhance administrative efficiency.

According to an order issued by the Ministry of Home Affairs under the Central Staffing Scheme, IAS officer Awanish Kumar has been appointed as the Director of Census Operations and Director of Citizen Registration for Lakshadweep. He will hold this position on an additional charge basis at the Deputy Secretary level.

Awanish Kumar, a 2014-batch officer of the AGMUT cadre, will assume his new responsibilities with immediate effect upon taking charge. His tenure is set for a period of three years or until further orders are issued by the competent authority, whichever comes earlier.

The government has instructed him to join the assignment at the earliest and formally notify both the concerned administrative department and the Office of the Registrar General and Census Commissioner.

In a parallel development, the Centre has also appointed IAS officer Sonal Swaroop as Director of Census Operations and Director of Citizen Registration for the northeastern states of Arunachal Pradesh and Meghalaya. Sonal Swaroop, a 2012-batch AGMUT cadre officer, will also serve under the Central Staffing Scheme for a tenure of three years from the date she assumes charge or until further orders.

The competent authority has directed her to be relieved from her current posting immediately so that she can take up her new responsibilities without delay. Her appointment is seen as a key step in strengthening administrative coordination and data management in strategically important northeastern regions.

These appointments are part of a broader administrative restructuring initiative undertaken by the Central Government to reinforce census operations and citizen registration mechanisms across the country.

The roles of Directors of Census Operations and Citizen Registration are critical to ensuring accurate population data collection, efficient civil registration processes, and the smooth functioning of national databases.

Officials note that these positions play a pivotal role in population mapping, demographic analysis, and maintaining vital records, all of which are essential for policy formulation and governance planning. In regions like Lakshadweep and the northeastern states, where geographical and logistical challenges can impact data collection, strong administrative leadership is particularly important.
