Three Senior Bihar Chiefs Proceed on Leave: DGP Vinay Kumar, BPSC Chairman Ravi Parmar and BPSSC Chief KS Dwivedi
Preeta Verma takes additional charge as Acting DGP, while Harjot Kaur Bamhra assumes additional responsibility as BPSC Chairman; no interim arrangement has yet been announced for BPSSC
Three senior functionaries heading key institutions in Bihar have proceeded on leave, triggering temporary changes in the leadership of the state police headquarters, the Bihar Public Service Commission (BPSC) and the Bihar Police Subordinate Services Commission (BPSSC).
Bihar Director General of Police Vinay Kumar, Bihar Public Service Commission Chairman Parmar Ravi Manubhai and Bihar Police Subordinate Services Commission Chairman KS Dwivedi have all proceeded on leave, although their leave periods and the reasons cited for their absence are different. The state government has already put interim arrangements in place for two of the three positions.
For the Bihar Police, 1991-batch IPS officer Preeta Verma has been given additional charge of Acting DGP during Vinay Kumar’s absence. At the BPSC, 1992-batch IAS officer Harjot Kaur Bamhra has been assigned the additional responsibility of Chairman. The government, however, has not so far announced a similar additional-charge arrangement for the BPSSC.
Bihar DGP Vinay Kumar Goes on 21-Day Leave
Bihar DGP Vinay Kumar, a 1991-batch IPS officer of the Bihar cadre, has been sanctioned 21 days of leave from September 15 to October 5, 2026. According to the Bihar Home Department order, the leave has been sanctioned on account of unavoidable personal and health reasons. During this period, Kumar will remain away from his responsibilities as the state’s police chief, necessitating a temporary arrangement at the top of the Bihar Police hierarchy.
The government has entrusted fellow 1991-batch Bihar cadre IPS officer Preeta Verma with the additional responsibility of Acting DGP. Verma will take charge of the functions attached to the office of the Director General of Police while continuing to discharge her existing responsibilities.
She is currently serving as Director General of Home Guards and Fire Services. Her new assignment therefore comes as an additional charge rather than a change in her substantive posting.
During Kumar’s leave, Verma will oversee the functioning of Police Headquarters and discharge the responsibilities associated with the office of the DGP. The arrangement will remain in force for the period of Kumar’s sanctioned leave.
Vinay Kumar was appointed Bihar DGP in December 2024. His scheduled two-year tenure as the state police chief is due to conclude on December 12, 2026. His current leave, therefore, comes during the final months of his scheduled tenure as DGP.
Preeta Verma to Oversee Bihar Police Headquarters
The temporary arrangement places Preeta Verma in charge of the day-to-day responsibilities associated with the DGP’s office until Vinay Kumar returns from leave.
Verma, a 1991-batch IPS officer of the Bihar cadre, will not relinquish her existing assignment as Director General of Home Guards and Fire Services. Instead, she will simultaneously handle the additional responsibility of Acting DGP.
This means the senior officer will oversee Police Headquarters and the functioning of the state police force while continuing with her regular portfolio. The government order specifically assigns her the responsibilities attached to the DGP’s office for the duration of Kumar’s absence. The arrangement is temporary and linked to the sanctioned leave period of the incumbent DGP.
BPSC Chairman Parmar Ravi Manubhai Also on Leave
The second senior functionary to proceed on leave is Parmar Ravi Manubhai, Chairman of the Bihar Public Service Commission. Parmar Ravi Manubhai is a retired 1992-batch IAS officer of the Bihar cadre. His leave began on September 15 and will continue until October 9, 2026. The reason cited for his absence is personal.
To ensure continuity at the commission during this period, the Bihar government has assigned additional charge of BPSC Chairman to Harjot Kaur Bamhra, a 1992-batch IAS officer of the Bihar cadre.
Bamhra is currently serving as Chairperson-cum-Member of the Board of Revenue. She will retain her existing responsibilities while also taking charge of the BPSC for the specified period.
The temporary arrangement is intended to keep the commission’s administrative functioning on track while its regular Chairman remains on leave.
Harjot Kaur Bamhra Gets Additional Charge of BPSC Chairman
Harjot Kaur Bamhra’s appointment as the officer handling the additional charge of BPSC Chairman creates an interim leadership arrangement at one of Bihar’s important constitutional institutions.
A 1992-batch IAS officer of the Bihar cadre, Bamhra currently serves as Chairperson-cum-Member of the Board of Revenue. Her new responsibility does not replace that assignment. Instead, she will perform both roles during Parmar Ravi Manubhai’s leave.
The BPSC plays a central role in the state’s recruitment framework, conducting competitive examinations and selection processes for appointments to various services and posts under the Bihar government.
With Bamhra holding the additional charge, the commission will continue to function under temporary leadership until the incumbent Chairman returns from leave.
BPSSC Chairman KS Dwivedi Also Proceeds on Leave
The third senior functionary to proceed on leave is KS Dwivedi, Chairman of the Bihar Police Subordinate Services Commission. Dwivedi is a retired 1984-batch IPS officer of the Bihar cadre. He has proceeded on one month of leave, citing family reasons.
The BPSSC has an important role in Bihar’s police recruitment structure, particularly in the selection of personnel for subordinate police services. Its functioning is therefore closely connected with the state’s recruitment process for various subordinate-level police positions.
Unlike the arrangements made for the offices of the DGP and BPSC Chairman, however, no additional-charge arrangement has so far been announced for the BPSSC Chairman. As a result, the question of who will temporarily handle the commission’s leadership remains open pending a government decision.
Three Leave Periods, Three Different Arrangements
Although the three senior functionaries have proceeded on leave around the same time, their leave periods and the reasons cited in the respective arrangements are not identical.
Vinay Kumar has been sanctioned 21 days of leave from September 15 to October 5, 2026, with unavoidable personal and health reasons cited. Preeta Verma has been assigned the additional charge of Acting DGP during this period.
Parmar Ravi Manubhai is on leave from September 15 to October 9, 2026, with personal reasons cited for his absence. Harjot Kaur Bamhra has consequently been given additional charge of BPSC Chairman. KS Dwivedi, meanwhile, has proceeded on one month’s leave citing family reasons. No officer has yet been officially assigned additional charge of BPSSC Chairman.

Three Key Institutions Temporarily See Leadership Changes
The simultaneous absence of the three senior functionaries affects three significant institutions within Bihar’s administrative and police structure.
The DGP heads the state police establishment and is responsible for the overall functioning of the police force and Police Headquarters. The BPSC, meanwhile, is responsible for conducting recruitment examinations and selection processes for various state government services and posts.
The BPSSC has a specialised role in recruitment to subordinate police services. Its Chairman oversees the commission’s functioning in relation to these recruitment responsibilities.
With two interim arrangements already in place, the government has ensured temporary leadership at the DGP’s office and the BPSC. Preeta Verma will perform the DGP’s responsibilities until October 5, while Harjot Kaur Bamhra will hold additional charge of BPSC Chairman until October 9.
The position at the BPSSC remains different for the moment, as no replacement or additional-charge officer has yet been announced following KS Dwivedi’s decision to proceed on one month’s leave.
The three leave arrangements are temporary and correspond to the respective periods of absence of the incumbent heads. Any subsequent government order regarding the BPSSC or changes in the existing interim arrangements will determine how the leadership structure evolves during the leave period.
