The Central Government has appointed retired IAS officer Subhash Chandra Lal Das, popularly known as SCL Das, as the part-time Chairperson of the Financial Services Institutions Bureau (FSIB) for a three-year term beginning October 16, 2026.

The Appointments Committee of the Cabinet (ACC) has also approved the appointment of six part-time members with experience in banking, financial institutions, life insurance, general insurance and insurance regulation.

The appointments, announced on October 17, 2026, establish a new leadership team for the bureau, which plays an important role in recommending candidates for senior positions in public sector banks, government-owned financial institutions and public sector insurance companies. The new members bring experience from major institutions, including the State Bank of India (SBI), the Reserve Bank of India (RBI), the Life Insurance Corporation of India (LIC), New India Assurance and the Insurance Regulatory and Development Authority of India (IRDAI).

SCL Das’s appointment takes effect from October 16 and is for three years. The Chairperson’s position had remained vacant since June 30, 2026, when former IAS officer Bhanu Pratap Sharma completed his extended tenure.

SCL Das Appointed FSIB Chairperson for Three Years

Subhash Chandra Lal Das is a retired 1992-batch Indian Administrative Service (IAS) officer of the AGMUT cadre, which covers Arunachal Pradesh, Goa, Mizoram and Union Territories. His appointment places a former senior civil servant at the head of the body responsible for assessing and recommending candidates for leadership positions in government-owned financial institutions.

The ACC approved his appointment as part-time Chairperson for three years with effect from October 16, 2026. He succeeds Bhanu Pratap Sharma, a retired 1979-batch IAS officer of the Bihar cadre, whose extended tenure ended on June 30, 2026.

The post remained vacant for more than three months following Sharma’s departure. With Das taking charge, the government has filled the leadership vacancy while also appointing six part-time members to support the bureau’s work across banking, financial services and insurance.

The FSIB’s responsibilities include evaluating candidates for senior management and board-level positions. Its recommendations form part of the process through which the government selects leadership for public sector financial organisations.

Six Part-Time Members Appointed to FSIB

Alongside the new Chairperson, the government has appointed six part-time members for three-year terms. The appointments are divided into two groups according to the sectors they will advise on: public sector banks and public financial institutions, and public sector insurance companies.

Three members will handle matters relating to public sector banks and public financial institutions. The other three will contribute expertise on appointments involving public sector insurers, covering life insurance, non-life insurance and regulatory oversight.

The appointment of SCL Das follows the completion of the extended tenure of former FSIB Chairperson Bhanu Pratap Sharma on June 30, 2026. Sharma is a retired 1979-batch IAS officer of the Bihar cadre.

Following his departure, the position remained vacant for more than three months, until the government approved Das’s appointment. The new Chairperson’s tenure began on October 16, 2026, alongside the appointments of the six part-time members.
The new team brings together experience in public administration, commercial banking, central banking, insurance operations and financial regulation.

This range of expertise is relevant to the bureau’s responsibility for assessing candidates for senior positions across different types of government-owned financial institutions.

The three-year terms are intended to provide continuity in the bureau’s work. The announcement does not specify any separate changes to the FSIB’s mandate or selection procedures alongside these appointments.

What Is the Financial Services Institutions Bureau?

The Financial Services Institutions Bureau is a government body that assists the Central Government in selecting senior leadership for public sector financial organisations. It succeeded the earlier Banks Board Bureau (BBB), which was established to strengthen the selection of top executives for public sector banks.

The FSIB’s mandate includes recommending candidates for full-time director positions and non-executive chairperson roles on the boards of public sector banks, financial institutions and public sector insurance companies. It evaluates eligible candidates and recommends suitable names to the government.

The bureau’s work is important because these organisations manage extensive banking, insurance and financial services operations across India. Leadership appointments can affect institutional governance, operational performance, risk management and public accountability.

By bringing together professionals with experience across different areas of the financial sector, the FSIB is designed to support a structured process for identifying suitable candidates for senior positions.

How Does the FSIB Select Senior Officials?

The FSIB functions as a specialised recommending body for senior management appointments in government-owned financial institutions. Its role includes assessing eligible candidates for leadership positions and forwarding recommendations to the appropriate authorities.

The selection process is intended to take professional experience, leadership capabilities and suitability for the role into account. The expertise of its Chairperson and members is relevant to assessing candidates for different types of institutions, including public sector banks, financial institutions and insurance companies.

However, the FSIB is not the final appointing authority. It recommends candidates, while final appointments are made by the competent government authorities through the applicable approval process.

The bureau’s composition is therefore important to the evaluation process. Members with experience in banking management, central banking, insurance operations and regulatory oversight bring different professional perspectives to the consideration of senior appointments.

Why the New FSIB Appointments Matter

The appointment of SCL Das as Chairperson and six part-time members brings together expertise from public administration, banking, financial institutions, insurance and regulation. The composition reflects the range of organisations covered by the bureau’s selection responsibilities.

For the banking and public financial institutions panel, Arijit Basu’s experience as a former SBI Managing Director is complemented by Satish Kashinath Marathe’s position on the RBI Central Board and Ramanathan Subramanian’s former role as an RBI Executive Director. Together, their backgrounds cover senior commercial banking management and central banking experience.

The insurance panel combines Siddhartha Mohanty’s experience at LIC, Neena Kapur’s background at New India Assurance and T. L. Alamelu’s former regulatory role at IRDAI. This provides representation from life insurance, general insurance and regulatory oversight.

The appointments establish a new team for the FSIB’s work on senior leadership recommendations. The bureau will continue to perform its role in identifying and recommending candidates for top positions in government-owned financial organisations, while the final appointment decisions remain with the competent government authorities.
