Sudhir Rajpal, Sumita Misra, Arun Kumar Gupta Among Key Appointments in Administrative Reshuffle

The Haryana government on Tuesday announced a significant administrative reshuffle, issuing two separate orders that transferred and posted six senior officers, including five IAS officers, with immediate effect. The changes impact several crucial departments such as Home, Revenue, Disaster Management, Urban Local Bodies, Health, Environment, Finance, and Municipal Administration. The orders were issued in the name of the Governor of Haryana and signed by Chief Secretary Anurag Rastogi.

Sudhir Rajpal Appointed Additional Chief Secretary, Home

Sudhir Rajpal, IAS (HY:1990), who was serving as Secretary, Health & Family Welfare Department, along with additional charges of Medical Education & Research, Ayush, and Environment, Forests & Wildlife, has been promoted and posted as Additional Chief Secretary (ACS), Home Department.

Jails Department

Criminal Investigation & Administration of Justice

Additional Charge:

Environment, Forests & Wildlife Department

This appointment relieves Sumita Misra, IAS (HY:1990), from the aforementioned departments.

Sumita Misra, IAS (HY:1990), previously ACS for Home, Jails, and Criminal Investigation & Administration of Justice, has been reassigned to multiple key portfolios.

Arun Kumar Gupta Elevated as Principal Secretary to Chief Minister

Arun Kumar Gupta, IAS (HY:1992), who was serving as Secretary to the Chief Minister, ACS Urban Local Bodies, and Member Secretary of the Kurukshetra Development Board, has been elevated as Principal Secretary to the Chief Minister, Haryana.

This move relieves Chief Secretary Anurag Rastogi of the said charge.

Saket Kumar Takes Over Urban Local Bodies

Saket Kumar, IAS (HY:2005), formerly Additional Principal Secretary to the Chief Minister and Commissioner & Secretary, Development & Panchayats Department, has been transferred as Commissioner & Secretary, Urban Local Bodies Department, while also continuing as Member Secretary, Kurukshetra Development Board.

This relieves Arun Kumar Gupta of the Urban Local Bodies portfolio.

Key Changes in Panchkula Municipal Administration

Ram Kumar Singh, IAS (HY:2012), who previously held multiple municipal roles in Panchkula, has been reassigned as Special Secretary, Revenue & Disaster Management Department, with additional charge as Additional CEO, Panchkula Metropolitan Development Authority (PMDA).

Vinay Kumar, IRPS (507:2015), earlier Joint Secretary, Haryana Public Service Commission and Additional CEO, PMDA, has been posted as Commissioner, Municipal Corporation Panchkula, District Municipal Commissioner Panchkula, and Officer on Special Duty (OSD), Haryana Staff Selection Commission (HSSC).

This relieves Ram Kumar Singh of Panchkula municipal charges and Chinmai Garg, HCS (2023), of OSD responsibilities at HSSC.

The reshuffle underscores the Haryana government’s intent to strengthen governance, improve urban management, streamline disaster response, and enhance social sector administration.
