DoPT Appoints IDAS Officer Sahil Goyal as Director in Department of Water Resources Under Central Staffing Scheme

The Department of Personnel and Training (DoPT) has approved the appointment of Shri Sahil Goyal (IDAS:2011) as Director in the Department of Water Resources, River Development and Ganga Rejuvenation under the Central Staffing Scheme.

The appointment has been cleared by the Competent Authority and notified through an Office Memorandum issued by the Office of the Establishment Officer. Sahil Goyal, an officer of the Indian Defence Accounts Service (IDAS), 2011 batch, was recommended for Central deputation by the Department of Defence.

Five-Year Tenure Approved

According to the DoPT order, Sahil Goyal has been appointed as Director in the Department of Water Resources, River Development and Ganga Rejuvenation, New Delhi, for a period of five years from the date he assumes charge of the post or until further orders, whichever is earlier.

The Department of Defence has been requested to relieve the officer immediately so that he can take up his new assignment in the Union Government without delay.

Appointment Under Central Staffing Scheme

The appointment has been made under the Central Staffing Scheme, through which experienced officers from the All India Services and various Central Civil Services are deputed to key ministries and departments of the Government of India.

As Director, Sahil Goyal will serve in one of the Centre’s most important departments responsible for water resource management, river basin planning, irrigation policy, groundwater conservation and the implementation of flagship river rejuvenation programmes.

Department Asked to Issue Formal Notification

The Department of Water Resources, River Development and Ganga Rejuvenation, headed by Secretary V. L. Kantha Rao, has been requested to issue the formal notification of Sahil Goyal’s appointment after he assumes charge and forward a copy of the notification to the Department of Personnel and Training.

Key Responsibilities of the Department

The Department of Water Resources, River Development and Ganga Rejuvenation functions under the Ministry of Jal Shakti and is entrusted with several critical responsibilities, including:

Integrated water resources management
River basin planning and development
Irrigation policy and infrastructure
Groundwater conservation
Flood management
Implementation of the Namami Gange programme
River rejuvenation and ecological restoration
Coordination of inter-state water issues

The department plays a pivotal role in ensuring sustainable water management and supporting India’s long-term water security.

Three-Week Joining Deadline

The DoPT has reiterated that, in accordance with the Appointments Committee of the Cabinet (ACC) guidelines contained in DoPT Circular No. 3/4/2004-EO(MM-I) dated August 17, 2005, officers appointed under the Central Staffing Scheme are required to join their new assignment within three weeks from the date of issuance of the appointment order.

Failure to report within the prescribed period may result in the initiation of debarment proceedings under the Central Staffing Scheme.

Official Order Issued by DoPT

The appointment has been notified through an Office Memorandum issued by the Office of the Establishment Officer, Department of Personnel and Training, and signed by Ajit Kumar Ranjan, Deputy Secretary to the Government of India.

With the appointment of Sahil Goyal as Director in the Department of Water Resources, River Development and Ganga Rejuvenation, the Central Government continues to strengthen key ministries by inducting experienced officers under the Central Staffing Scheme, ensuring continuity and effective policy implementation in critical sectors.
