ACC Approves Premature Repatriation of IRSME Officer Smruti Ranjan Sethy to Parent Cadre for Promotion
The Appointments Committee of the Cabinet (ACC) has approved the premature repatriation of Smruti Ranjan Sethy, a 1994-batch Indian Railway Service of Mechanical Engineers (IRSME) officer, from his assignment in the Export Inspection Council of India (EIC) under the Department of Commerce to his parent cadre. The move has been cleared to enable the senior officer to avail the benefits of promotion within his parent service.
The decision was communicated through an official order issued by the Department of Personnel and Training (DoPT) on August 3, 2026. The approval comes after the Department of Commerce submitted a proposal seeking his early repatriation before the completion of his deputation tenure.
The latest personnel decision reflects the Centre’s continued emphasis on timely cadre management while ensuring that eligible officers are able to receive promotions without procedural delays arising from deputation assignments.
ACC Approves Department of Commerce Proposal
According to the official communication issued by the Secretariat of the Appointments Committee of the Cabinet, the Competent Authority has accepted the proposal submitted by the Department of Commerce.
The proposal, forwarded through the department’s Office Memorandum dated June 9, 2026, sought the premature repatriation of Smruti Ranjan Sethy, who has been serving as Director (Joint Secretary Level) – Inspection & Quality Control in the Export Inspection Council of India, headquartered in New Delhi.
After examining the proposal, the Competent Authority granted approval for his return to the parent cadre. The order was issued under File No. 27/28/2026-EO(SM-I) and signed by Annies Kanmani Joy, Director, Department of Personnel and Training.
Promotion in Parent Cadre Behind the Decision
The official notification clearly specifies the reason behind the repatriation. According to the DoPT order, Smruti Ranjan Sethy has been permitted to return to his parent cadre to avail the benefits of promotion in the cadre.
Premature repatriation is a well-established administrative mechanism within the Government of India. It is generally approved when an officer becomes eligible for promotion or is required to assume higher responsibilities in the parent service before the scheduled completion of deputation.
By approving the proposal, the Centre has ensured that the officer’s career progression is not affected by his continued deputation assignment.

Before the repatriation order, Sethy was serving as Director (Joint Secretary Level) – Inspection & Quality Control in the Export Inspection Council of India (EIC) under the Department of Commerce.
The Export Inspection Council is an important organisation responsible for maintaining quality standards of Indian export products. It functions under the administrative control of the Department of Commerce and plays a key role in export certification, quality assurance, inspection systems and conformity assessment.
Senior officers serving in the Council oversee implementation of quality control mechanisms, coordination with exporters, inspection agencies and regulatory bodies while supporting India’s export competitiveness in international markets.
Sethy’s assignment placed him in a significant position within the country’s export quality assurance framework.
What Premature Repatriation Means
Premature repatriation refers to the return of an officer from deputation to the parent cadre before the expiry of the approved tenure. Such decisions are taken under specific administrative circumstances. Promotion in the parent cadre remains one of the most common reasons for approving an early return.
The latest ACC order falls squarely within this framework.
Instead of completing the remaining period of deputation, the officer will now resume duties in his parent service, allowing him to receive promotional benefits and undertake higher responsibilities in accordance with service rules.

Smruti Ranjan Sethy belongs to the 1994 batch of the Indian Railway Service of Mechanical Engineers (IRSME), one of the premier Group ‘A’ engineering services of the Government of India.
IRSME officers occupy key positions across Indian Railways and are responsible for managing rolling stock, locomotive maintenance, coach production, mechanical engineering systems, railway workshops, safety standards and technological modernisation.
Many officers from the service also serve on deputation in various ministries, autonomous organisations and public sector institutions, bringing their technical and administrative expertise to diverse sectors of governance.

The order has been addressed to Rajesh Agarwal, Secretary, Department of Commerce, formally conveying the approval granted by the Competent Authority. As is customary in senior personnel matters, copies of the notification have also been circulated to several important government offices for information and necessary action.
These include the Prime Minister’s Office, the office of the Home Minister, the Minister of State for Personnel, the Cabinet Secretariat, the Ministry of Railways, the concerned officer, senior officials of the Department of Personnel and Training and the National Informatics Centre (NIC).
The circulation ensures that all concerned ministries and departments are informed about the administrative decision and can complete the required formalities without delay.
