Karnataka Transfers 4 IAS Officers; Harsh Gupta Appointed Chairman of Karnataka Appellate Tribunal

The Karnataka Government has transferred and posted four IAS officers in a fresh administrative reshuffle, appointing senior bureaucrat Harsh Gupta as Chairman of the Karnataka Appellate Tribunal (KAT). The appointment comes more than a month after the 1997-batch IAS officer was shifted from the Health and Family Welfare Department without being assigned an immediate posting, triggering widespread discussion within bureaucratic and administrative circles.

According to an official government notification, Harsh Gupta has been posted as Chairman of the Bengaluru-based Karnataka Appellate Tribunal with immediate effect. He succeeds senior officer Thulasi Maddineni, who had been holding additional charge of the post.

The appointment effectively ends weeks of speculation regarding Gupta’s future role after he was transferred in April 2026 from the position of Principal Secretary, Health and Family Welfare Department. His reassignment had drawn significant public attention, particularly on social media, as it marked the 30th transfer in his 28-year-long administrative career.

A senior IAS officer of the Karnataka cadre, Harsh Gupta is widely regarded as a reform-oriented administrator who has handled several important assignments in the state government over the years. During his tenure in the Health and Family Welfare Department, he introduced a series of administrative reforms aimed at improving transparency, efficiency, and accountability within the healthcare system.

Among the key initiatives credited to him were reforms in the transfer system for doctors, implementation of counselling-based posting mechanisms, and streamlining of administrative processes in the health sector. These measures were viewed positively by many stakeholders for reducing irregularities and bringing greater transparency to departmental functioning.

The Karnataka Appellate Tribunal, where Gupta has now been appointed, is an important quasi-judicial institution that deals with administrative and service-related disputes involving government employees and departments. The position of Chairman carries substantial administrative and legal responsibility, requiring extensive governance experience and institutional understanding.

Officials familiar with the development said Gupta’s appointment is being viewed as a significant administrative move considering his seniority, long experience, and reputation for governance reforms. The posting places one of Karnataka’s most experienced bureaucrats in a key adjudicatory institution at a time when administrative efficiency and timely disposal of service matters remain important priorities.

Alongside Gupta’s appointment, the Karnataka Government also transferred three other IAS officers and assigned them new responsibilities in different departments and districts.

Nagaraja N M has been appointed as Ombudsman of the Karnataka State AIDS Prevention Society in Bengaluru. In his new role, he will oversee grievance redressal, institutional oversight, and accountability mechanisms associated with the organisation’s public health initiatives and HIV/AIDS prevention programmes.

Bhanwar Singh Meena has been posted as Deputy Commissioner of Chikkamagaluru district. As Deputy Commissioner, he will be responsible for district administration, law and order coordination, implementation of government schemes, revenue administration, and developmental activities in the district.

Meanwhile, Rahul Sharanappa Sankanur has been appointed as Chief Executive Officer of the Zilla Panchayat, Kalaburagi. The position is considered crucial for rural governance and development administration, particularly in the implementation of welfare schemes, rural infrastructure projects, and Panchayati Raj initiatives.

The latest reshuffle reflects the Karnataka Government’s continued efforts to strategically deploy officers across important administrative and institutional positions. Officials said the transfers are aimed at ensuring efficient governance, strengthening administrative institutions, and improving service delivery across departments and districts.

The appointment of Harsh Gupta, in particular, is being seen as one of the most closely watched bureaucratic developments in Karnataka in recent weeks, given both his extensive administrative experience and the public attention surrounding his earlier transfer from the Health Department.
