The Election Commission of India has appointed Karnataka-cadre IAS officer Dr Vishal R as the election observer for the 2026 biennial election to the Karnataka Legislative Council from the Karnataka West Graduates’ Constituency.

Over the course of his career, Vishal R has held responsibilities in several major areas of state administration, including district administration, education, rural development, health and finance.
His previous assignments include serving as Deputy Commissioner of Tumakuru and Kalaburagi. The Deputy Commissioner role involves extensive responsibilities in district administration and coordination of various government departments.
Experience Across Education, Health and Rural Development
Dr Vishal R has also served as Commissioner for Public Instruction in Karnataka. The assignment placed him in a senior administrative position within the state’s education system.
He has also held the position of Commissioner for Rural Drinking Water and Sanitation, giving him responsibility in an area directly connected with rural infrastructure, public health and delivery of basic services.
Another significant assignment in his career was as Mission Director of the National Rural Health Mission. The position involved responsibilities related to implementation and administration of rural health programmes.
His career has also included assignments in the Finance Department, providing him with experience in financial and budgetary administration at the state level.
The range of these postings has given him experience across several major areas of government functioning, from district administration and education to healthcare, rural development and finance.
Served as Additional Secretary to Karnataka Chief Minister
Dr Vishal R has also served as Additional Secretary to the Chief Minister of Karnataka. The assignment placed him in the state’s top administrative establishment and involved working closely with the Chief Minister’s Office. His experience in the Chief Minister’s Office adds another dimension to his administrative background, alongside his earlier field and departmental assignments.
A Karnataka government annual report has also recorded his tenure as Commissioner for Public Instruction and ex-officio chairman of the state examination board.
