Tamil Nadu IAS Transfers: 3 Officers Reshuffled; K.P. Karthikeyan Gets Town Panchayats, Priyanka to Head e-Governance
The Tamil Nadu government has carried out a three-officer IAS reshuffle, bringing changes to key administrative positions connected with Town Panchayats, e-Governance and the Electronics Corporation of Tamil Nadu Limited (ELCOT). The changes were notified through an order issued by Chief Secretary M. Sai Kumar on Tuesday, October 6, 2026.
The latest administrative rearrangement involves K.P. Karthikeyan, B. Priyanka and B. Vishnu Chandran. Karthikeyan, who was serving as Managing Director of ELCOT while also holding the additional charge of Director of e-Governance, has now been shifted to the Town Panchayats Directorate.
B. Priyanka, who was serving as Director of Town Panchayats, has been moved to the e-Governance portfolio. She has been appointed Director of e-Governance and will also serve as the Chief Executive Officer of the Tamil Nadu e-Governance Agency, or TNeGA.
Meanwhile, B. Vishnu Chandran has returned to Tamil Nadu after a period of foreign deputation and has been posted as Managing Director of ELCOT. His appointment fills the position that becomes available following Karthikeyan’s transfer from the state-owned electronics and technology organisation.
K.P. Karthikeyan Shifted From ELCOT to Town Panchayats
The latest order moves K.P. Karthikeyan from the technology and digital-governance side of the state administration to the Town Panchayats Directorate.
Before the reshuffle, Karthikeyan was serving as Managing Director of the Electronics Corporation of Tamil Nadu Limited, an important state government organisation associated with electronics, information technology and technology-related initiatives. Alongside his primary assignment at ELCOT, he was also holding the post of Director of e-Governance as an additional charge.
Under the new arrangement, Karthikeyan will take over as Director of Town Panchayats. He succeeds B. Priyanka, who has been shifted from the Town Panchayats Directorate to the e-Governance portfolio.

B. Priyanka Gets e-Governance Responsibility
B. Priyanka is the second officer affected by the reshuffle. She was serving as Director of Town Panchayats before the latest government order and will now move to the state’s e-Governance setup.
The government has appointed Priyanka as Director of e-Governance, taking over the position that Karthikeyan had been holding as an additional charge. Her responsibilities, however, will extend beyond the Director of e-Governance post.
She will also function as the Chief Executive Officer of the Tamil Nadu e-Governance Agency, or TNeGA. The assignment places her at the centre of the state’s digital-governance framework, combining the Director of e-Governance role with the operational leadership of the agency.
The move is significant from an administrative perspective because e-Governance involves the use of digital systems and technology to deliver government services, improve administrative processes and facilitate interaction between government departments and citizens.
With Priyanka taking over the portfolio, the government has now placed both the Director of e-Governance position and the CEO responsibility of TNeGA under her charge.
B. Vishnu Chandran Returns From Foreign Deputation
The third major change involves B. Vishnu Chandran, who has returned to Tamil Nadu after being away on foreign deputation.
Following his return, the state government has posted Vishnu Chandran as Managing Director of ELCOT. He will take charge of the organisation from Karthikeyan, whose transfer to the Town Panchayats Directorate is part of the same reshuffle.
Vishnu Chandran’s return provides the government with an officer to lead ELCOT at a time when the organisation remains an important part of Tamil Nadu’s technology and electronics ecosystem. His posting also completes the vacancy created by the movement of Karthikeyan from ELCOT.

Priyanka’s new assignment brings together two connected responsibilities. As Director of e-Governance, she will oversee the relevant administrative portfolio, while as CEO of TNeGA she will head the agency responsible for implementing the state’s e-Governance initiatives.
The combined assignment gives her an important role in the state’s digital administration framework. The move also follows the decision to relieve Karthikeyan of the additional charge of Director of e-Governance after his transfer to Town Panchayats.
