In a major step to bolster India’s maritime infrastructure and governance, the Appointments Committee of the Cabinet (ACC) has approved the appointment of IAS officer M. Angamuthu (2002 batch, Assam-Meghalaya cadre) as Chairperson (Joint Secretary level) of the Mumbai Port Authority (MbPA).
According to an official order issued by the Department of Personnel and Training (DoPT) on Saturday, September 13, 2025, Mr. Angamuthu has been appointed for a combined tenure of seven years, until October 13, 2027, or until further orders, whichever is earlier.
Leadership Transition at MbPA
Mr. Angamuthu succeeds Rajiv Jalota (1988 batch, Maharashtra cadre), who retired on September 30, 2024, upon attaining superannuation. Since his retirement, Sushil Kumar Singh (IRSME, 1993), currently Chairperson of the Deendayal Port Authority, has been holding additional charge of MbPA. The appointment of a full-time chairperson is expected to provide greater focus and stability to the management of one of India’s most strategically significant ports.
Strengthening India’s Maritime Vision
The Mumbai Port Authority plays a pivotal role in India’s maritime economy, handling a substantial share of the nation’s cargo and passenger traffic. Mr. Angamuthu’s appointment comes at a critical juncture as the central government advances its Sagarmala programme and wider port modernization efforts.
Known for his strong administrative track record and cross-sectoral experience, Mr. Angamuthu is expected to drive improvements in port efficiency, infrastructure development, and stakeholder engagement at MbPA. His leadership is anticipated to accelerate initiatives in ease of doing business, coastal connectivity, and digital transformation of port operations.
Strategic Significance of Mumbai Port
As one of the country’s oldest and busiest ports, MbPA remains a cornerstone of India’s trade logistics, both nationally and globally. This appointment underscores the Centre’s emphasis on strengthening port governance by entrusting experienced IAS officers with the responsibility of balancing developmental and regulatory priorities in complex infrastructure ecosystems.
Mr. Angamuthu’s tenure is expected to bring continuity, stability, and forward-looking growth, aligning Mumbai Port Authority’s expansion with India’s broader blue economy and maritime development goals.
