In a sweeping administrative reshuffle ahead of the 2025 Assembly elections, the Nitish Kumar-led Bihar government on Sunday issued transfer orders affecting six IAS officers, five IPS officers, 102 Bihar Administrative Service (BAS) officers, and two Bihar Police Service officers. The notifications were released late in the evening by the General Administrative Department (GAD) and the Home Department.
Key IAS Appointments
Abhilasha Sharma (IAS: 2017): Joint Secretary, Urban Development & Housing Department → appointed District Magistrate (DM), Arwal.
Kumar Gaurav (IAS: 2017): DM, Arwal → shifted as Additional Executive Director, State Health Society.
Anil Chaudhary (IAS: 2011): Commissioner, Madhubani Municipal Corporation → made Special Secretary, Home Department.
Upendra Prasad (IAS: 2013): Settlement Officer, Jehanabad → posted as Additional Secretary, GAD.
Sanjay Kumar (IAS: 2014): Additional Secretary, GAD → given additional charge as General Manager, Bihar Development Mission.
Sparsh Gupta (IAS: 2019): Deputy Development Commissioner, Kishanganj → appointed Managing Director, Bihar State Seed Corporation.
BAS Reshuffle
A massive reshuffle of 102 BAS officers was also carried out, involving ADMs, Additional Collectors, Land Revenue Officers, District Transport Officers, Settlement Officers, and Land Acquisition Officers.

Ranjeet Kumar, OSD in the Commercial Taxes Department → appointed Private Secretary to Deputy Chief Minister Samrat Choudhary.

Aditya Kumar’s Return After Suspension
The reinstatement of IPS officer Aditya Kumar stands out in this reshuffle. Suspended in October 2022 over allegations of impersonating a High Court judge during a phone call to the DGP, Kumar had faced both departmental and criminal proceedings. The Economic Offences Unit (EOU) had registered an FIR against him, and he remained under suspension until October 3, 2025, when his suspension was formally revoked.
With his new posting as SP, Prohibition & Excise Department, Kumar returns to active service, marking a significant development in Bihar’s administrative landscape.
