Centre Reshuffles Top Bureaucracy in Postal and Digital Sectors: New Appointments Aim to Boost Administrative Efficiency and Digital Governance
In a move reflecting the Union Government’s continued focus on administrative modernization and digital innovation, key appointments have been announced in the Postal Services and Digital India Corporation (DIC). The reshuffle seeks to enhance leadership continuity and strengthen institutional performance in two pivotal sectors of governance.
Suvendu Kumar Swain Elevated to Member (Personnel), Postal Services Board
Senior Indian Postal Service (IPoS) officer Suvendu Kumar Swain, from the 1990 batch, has been appointed as Member (Personnel), Postal Services Board in the Higher Administrative Grade (HAG), Level 16 of the Pay Matrix.
Swain, who currently serves as the Chief Postmaster General (CPMG), Chhattisgarh Circle, will assume charge following the retirement of Manju Kumar on October 31, 2025.
With over 30 years of extensive experience in postal operations, human resource management, and policy implementation, Swain is widely regarded as a results-oriented administrator. His elevation is expected to further reinforce personnel management reforms and drive modernization initiatives within India Post, particularly in areas of digital integration and service delivery.
IAS Nand Kumarum to Lead Digital India Corporation Temporarily
In another significant development, Nand Kumarum, a 2008-batch IAS officer of the Madhya Pradesh cadre, has been entrusted with the additional charge of Managing Director & Chief Executive Officer (MD & CEO), Digital India Corporation (DIC) for a period of six months.
Kumarum, who concurrently serves as President & CEO of the National e-Governance Division (NeGD), has played a pivotal role in advancing national Digital India Mission initiatives, including the expansion of e-governance platforms, citizen-centric digital services, and capacity-building programs across ministries.
His temporary stewardship at DIC is expected to bring greater strategic alignment between NeGD and DIC, focusing on innovation acceleration, digital infrastructure expansion, and inter-ministerial coordination to strengthen India’s overall digital transformation framework.

Officials familiar with the development noted that these appointments reflect the government’s broader strategy of integrating digital innovation with administrative efficiency.
