ACC Appoints IAS Officer Nipun Jindal as Deputy Secretary in Department of Economic Affairs on Central Deputation

The Central Government has approved the appointment of Nipun Jindal (IAS:2014) as Deputy Secretary in the Department of Economic Affairs (DEA), Ministry of Finance, under the Central Staffing Scheme.

The appointment has been cleared by the Competent Authority and communicated through an order issued by the Department of Personnel and Training (DoPT) on July 16, 2026.

Four-Year Central Deputation Approved

According to the DoPT order, Nipun Jindal has been appointed as Deputy Secretary in the Department of Economic Affairs for a period of four years from the date he assumes charge of the post or until further orders, whichever is earlier.

The appointment has been made under the Central Staffing Scheme, which enables experienced officers from various state cadres to serve in key positions in the Central Government.

Himachal Pradesh Government Asked to Relieve Officer

The DoPT has written to the Chief Secretary of Himachal Pradesh, directing the state government to relieve Nipun Jindal from his present assignment at the earliest so that he can assume his new responsibilities in New Delhi without delay.

The communication specifically requests the state government to ensure that the officer joins the Department of Economic Affairs immediately.

Three-Week Joining Deadline

The Department of Personnel and Training has also reminded the officer and the state government about the existing guidelines governing central deputation.

Referring to the Appointments Committee of the Cabinet (ACC) instructions issued through DoPT Circular No. 3/4/2004-EO(MM-I) dated August 17, 2005, the order states that an officer appointed under the Central Staffing Scheme is required to join the new assignment within three weeks from the date of issuance of the appointment order.

It further notes that failure to join within the stipulated period may result in the initiation of proceedings for debarment from the Central Staffing Scheme, in accordance with the prescribed rules.

Department of Economic Affairs to Issue Appointment Notification

The Department of Personnel and Training has also forwarded a copy of the appointment order to the Department of Economic Affairs.

Secretary, Department of Economic Affairs, Anuradha Thakur, has been requested to forward a copy of the formal appointment notification after it is issued.

Key Role in the Ministry of Finance

The Department of Economic Affairs, functioning under the Ministry of Finance, is one of the Government of India’s most important departments. It is responsible for matters relating to economic policy, public finance, capital markets, infrastructure financing, multilateral financial institutions, external financial relations and budget-related policy coordination.

As Deputy Secretary, Nipun Jindal will be part of the department’s senior administrative leadership and is expected to contribute to policy formulation, implementation and coordination on important economic and financial matters.

Strengthening the Centre’s Administrative Team

The appointment of Nipun Jindal is part of the Central Government’s ongoing effort to strengthen key ministries by bringing experienced IAS officers from state cadres into strategic policymaking roles under the Central Staffing Scheme.

With his induction into the Department of Economic Affairs, the Ministry of Finance is expected to benefit from his administrative experience while further strengthening its capacity to manage important economic and financial policy initiatives.
