In a series of significant appointments and deputation orders issued on May 18, 2026, key institutions including the Reserve Bank of India (RBI), the Department of Personnel and Training (DoPT), and the Ministry of Home Affairs announced new postings involving senior officers from the banking, revenue, and police services.
The appointments include the elevation of Gunveer Singh as Executive Director of the Reserve Bank of India, the appointment of IRS officer Manish Yadav as Deputy Secretary in the Ministry of Heavy Industries, and the posting of senior police officer Surendra Kumar Jha as Deputy Inspector General (DIG) in the Border Security Force (BSF) on central deputation.
Gunveer Singh Elevated as RBI Executive Director
The Reserve Bank of India has appointed Gunveer Singh as Executive Director with effect from May 18, 2026. Prior to his elevation, Singh was serving as Chief General Manager-in-Charge of the Department of Payment and Settlement Systems, one of the RBI’s most critical departments overseeing India’s digital payments and settlement infrastructure.
As Executive Director, Gunveer Singh will continue to supervise the Department of Payment and Settlement Systems, which plays a vital role in regulating and strengthening the country’s rapidly expanding payments ecosystem, including digital transactions, settlement mechanisms, payment gateways, and financial infrastructure.
Officials noted that his appointment comes at a time when India’s digital payment landscape is witnessing unprecedented growth and increasing regulatory complexity.
Gunveer Singh is a qualified Chartered Accountant as well as a Cost and Works Accountant. Over the years, he has gained extensive experience in banking regulation, financial systems, payment infrastructure management, and monetary operations within the RBI.
His elevation is being viewed as an important development for the central bank’s regulatory and payment ecosystem management framework.
RBI Empanels Five Senior Officers for Executive Director Positions
A day before Singh’s appointment, the Reserve Bank of India had empanelled five senior officers for appointment as Executive Directors.

Officials indicated that the remaining officers are likely to be appointed as Executive Directors as vacancies arise following the retirement or movement of existing incumbents.

IRS Officer Manish Yadav Posted in Ministry of Heavy Industries
In another appointment order, Manish Yadav has been appointed as Deputy Secretary in the Ministry of Heavy Industries, New Delhi.
Yadav is a 2016-batch Indian Revenue Service (Income Tax) officer and was recommended for central deputation by the Department of Revenue.
According to the Department of Personnel and Training notification, he will serve in the post for a period of four years from the date he assumes charge, or until further orders, whichever is earlier.
Officials stated that his experience in tax administration and financial governance is expected to contribute to policy coordination and administrative functioning within the Ministry of Heavy Industries, which plays a major role in industrial policy, manufacturing promotion, and public sector enterprise management.
Surendra Kumar Jha Appointed DIG in BSF
Senior police officer Surendra Kumar Jha has been appointed as Deputy Inspector General in the Border Security Force on central deputation.
Jha is an alumnus of Shivaji College, University of Delhi, where he completed his honours degree in Political Science. Over the course of his policing career, he has served in several important operational and administrative assignments in Jharkhand Police.
