Ministry of Education reshuffles Central Nodal Officers for PM SHRI schools; fresh appointments made to strengthen field inspections across districts
The Department of School Education and Literacy, under the Ministry of Education, Government of India, has issued a fresh order effecting the replacement and appointment of Central Nodal Officers (CNOs) for specific districts under the flagship PM SHRI Schools scheme. The move is aimed at ensuring more rigorous, accountable, and continuous field-level oversight of PM SHRI-designated schools, reinforcing the government’s commitment to delivering on the scheme’s transformative educational goals.
The order, issued by the Department of School Education and Literacy, refers to an earlier General Manager circular of even number dated February 10, 2026, on the subject of CNO appointments, along with all subsequent amendments issued from time to time.
In continuation of that framework, the latest directive formally replaces and appoints Central Nodal Officers for the indicated districts as detailed in the enclosed Annexure, updating the existing roster of field-level supervisory officials responsible for monitoring PM SHRI school implementation on the ground.
What is the PM SHRI Scheme?
Launched by the Government of India, the PM SHRI (Prime Minister Schools for Rising India) scheme is a centrally sponsored initiative designed to develop and upgrade more than 14,500 selected schools across the country into exemplary, future-ready institutions.
These schools are envisioned as model establishments that embody the full spirit and vision of the National Education Policy (NEP) 2020, incorporating holistic, inclusive, and experiential learning approaches. PM SHRI schools are intended to serve not just as centres of academic excellence, but as benchmarks for the broader transformation of India’s school education ecosystem — demonstrating best practices in pedagogy, infrastructure, governance, and student outcomes that can be replicated across the country.
The scheme covers schools managed by the Central Government, state governments, union territory administrations, and local bodies, and is implemented in partnership with state and union territory governments that sign Memoranda of Understanding with the Ministry of Education committing to NEP implementation. Funding is provided through a structured cost-sharing arrangement between the Centre and the states.
The role of Central Nodal Officers
Central Nodal Officers play a pivotal role in the PM SHRI implementation architecture. Appointed by the Ministry of Education from among its central government officials, each CNO is assigned one or more specific districts and is tasked with conducting regular field inspections of PM SHRI schools within that jurisdiction.
Their responsibilities include monitoring physical infrastructure development, assessing the quality of teaching and learning processes, verifying compliance with NEP-aligned pedagogical frameworks, reviewing the utilisation of scheme funds, and providing on-ground feedback to the Ministry to enable timely corrective action where required.
The CNO framework is a critical quality-assurance mechanism that ensures the ambitious objectives of the PM SHRI scheme are not merely pursued on paper but are actively translated into measurable improvements at the school level. By placing a dedicated central official in each district, the Ministry of Education aims to bridge the gap between policy formulation at the national level and actual implementation at the grassroots, ensuring that every PM SHRI school receives the supervisory attention and institutional support it requires to achieve its potential.
Contact officials for clarifications
The Ministry has designated two senior officials as the primary points of contact for any clarifications or queries related to the CNO appointments. Newly appointed or re-designated CNOs may direct their questions to Shri Umesh Pratap Singh, Director, Department of School Education and Literacy, Ministry of Education, and to Shri Vipinder Chander Chamoli, Under Secretary, Department of School Education and Literacy, Ministry of Education.
Both officials are available to address procedural, logistical, or administrative concerns arising from the revised appointment order.
Significance of the reshuffle
The periodic revision of Central Nodal Officer assignments reflects the Ministry of Education’s dynamic and responsive approach to scheme governance. As the PM SHRI initiative enters a more advanced phase of implementation, ensuring that the right officials with the appropriate capacity and availability are positioned in each district becomes increasingly important.
Fresh appointments and replacements enable the Ministry to address gaps created by transfers, retirements, or workload constraints among existing CNOs, maintaining the continuity and intensity of field-level monitoring that a scheme of this scale and ambition demands.
The latest reshuffle underscores the government’s determination to uphold the highest standards of oversight and accountability across all PM SHRI schools as India works toward realising the transformative educational vision embedded in the National Education Policy 2020.
