Punjab Government Transfers Five PCS Officers in Administrative Reshuffle; Pooja Sayal Appointed Patiala Municipal Commissioner
Punjab Government has transferred five PCS officers in a fresh administrative reshuffle. Pooja Sayal has been appointed Commissioner of Patiala Municipal Corporation, while Amrinder Singh Tiwana, Amarbir Kaur Bhullar, Kanu Thind, and Vikas Hira have received new assignments.
In a significant administrative reshuffle aimed at strengthening governance and streamlining departmental functioning, the Punjab Government has ordered the transfer and posting of five Punjab Civil Service (PCS) officers with immediate effect.
The transfers, announced on Saturday, affect officers serving in key positions across departments including Local Government, Defence Services Welfare, Industries and Commerce, Housing and Urban Development, and the Punjab Subordinate Service Selection Board. The reshuffle has been carried out on administrative grounds, with the government directing all concerned officers to assume charge of their new responsibilities without delay.
The latest round of transfers is part of the state’s ongoing efforts to optimize administrative efficiency and ensure that experienced officers are deployed in roles where their expertise can be utilized most effectively.
Pooja Sayal Posted as Commissioner of Patiala Municipal Corporation
Among the most notable appointments in the reshuffle is that of Pooja Sayal, a 2012-batch PCS officer, who has been entrusted with the responsibility of leading one of Punjab’s major urban local bodies.
Prior to her transfer, Pooja Sayal was serving as Additional Deputy Commissioner (General) in Fatehgarh Sahib. Under the new orders, she has been placed at the disposal of the Department of Local Government and appointed Commissioner of the Municipal Corporation, Patiala.
She will take over the position from Paramjit Singh, IAS, who was previously holding the charge.
The Municipal Corporation of Patiala plays a crucial role in urban administration, civic infrastructure management, sanitation services, urban planning, public health initiatives, and the execution of developmental projects within the city. As Commissioner, Pooja Sayal will be responsible for overseeing municipal operations, implementing government policies, and ensuring effective delivery of civic services to residents.
Her appointment is expected to bring administrative experience and field-level governance expertise to one of Punjab’s most prominent municipal bodies.
Amarbir Kaur Bhullar Moves to Fatehgarh Sahib
Another important change in the reshuffle involves Amarbir Kaur Bhullar, also a 2012-batch PCS officer.
Bhullar had been serving as Secretary of the Punjab Subordinate Service Selection Board, an important institution responsible for conducting recruitment processes for various government posts in the state.
Under the latest transfer orders, she has been appointed Additional Deputy Commissioner (General), Fatehgarh Sahib.
She replaces Pooja Sayal in the district administration and will now be responsible for coordinating a wide range of administrative activities, public service delivery initiatives, and developmental programmes in the district.
The position of Additional Deputy Commissioner (General) is considered a key field posting, involving close interaction with district-level departments and public stakeholders.
Amrinder Singh Tiwana Gets New Assignment at Selection Board
The administrative reshuffle has also brought a new responsibility for Amrinder Singh Tiwana, a PCS officer of the 2014 batch.
Tiwana was previously serving as Joint Secretary in the Department of Defence Services Welfare. During his tenure, he was associated with matters concerning the welfare of ex-servicemen, veterans, and their families.
Under the fresh posting orders, he has been appointed Secretary of the Punjab Subordinate Service Selection Board.
He succeeds Amarbir Kaur Bhullar in the position and will now oversee the functioning of the recruitment body responsible for conducting examinations, selection processes, and appointments to various subordinate government services in Punjab.
The role carries significant responsibility, as the board plays a crucial part in ensuring transparent and efficient recruitment to multiple departments of the state government.
Kanu Thind Assigned Additional Charge
In another key administrative decision, Kanu Thind, a 2014-batch PCS officer, has been entrusted with an additional responsibility while continuing with her existing assignments.
Currently serving as Joint Director (Administration) in the Office of the Director, Industries and Commerce, she is also functioning as Member Secretary of the Punjab State Food Commission.
The government has now assigned her the additional charge of Additional Managing Director of the Punjab Small Industries Export Corporation.
She will take over the additional responsibility from Jagdeep Saigal, PCS.
The Punjab Small Industries Export Corporation plays an important role in supporting small and medium enterprises, facilitating exports, promoting industrial growth, and helping local businesses access wider markets. By assigning the additional charge to Kanu Thind, the government appears to be leveraging her administrative experience in industrial and commercial sectors.
The move is expected to ensure continuity in the functioning of the corporation while maintaining effective coordination between departments linked to industrial development and business promotion.
Vikas Hira Posted as Additional Chief Administrator, GLADA
The reshuffle also includes a significant posting in Punjab’s urban development sector.
Vikas Hira, a PCS officer of the 2016 batch, has been transferred from his existing role in the Punjab Urban Planning and Development Authority (PUDA).
Before the transfer, he was serving as Additional Chief Administrator (Policy), PUDA. In addition, he was also holding the charge of Additional Chief Administrator of the Greater Ludhiana Area Development Authority (GLADA), Ludhiana.
Under the new orders, he has been placed at the disposal of the Department of Housing and Urban Development and formally appointed as Additional Chief Administrator, GLADA, Ludhiana.
He will replace Ojasvi, IAS, in the position.
GLADA is one of Punjab’s most important urban development agencies and is responsible for planning, infrastructure development, land management, housing projects, and urban expansion initiatives in and around Ludhiana, the state’s largest industrial city.
Given Ludhiana’s rapid growth and expanding urban footprint, the position carries substantial responsibility in shaping the city’s future development trajectory.
Government Directs Immediate Compliance
The Punjab Government has instructed all officers affected by the transfer orders to join their new postings immediately.
Departments concerned have also been directed to make suitable interim arrangements for handling the responsibilities of positions that may have fallen vacant following the transfers.
Administrative reshuffles of this nature are a routine feature of governance and are often undertaken to improve coordination, strengthen institutional efficiency, and align officer experience with evolving departmental requirements.
