Punjab Transfers 8 IAS Officers in Major Bureaucratic Reshuffle; Neelima Takes Charge of Personnel, Parminder Pal Singh Moved to Home Affairs

The Punjab Government has carried out a significant administrative reshuffle, transferring eight Indian Administrative Service (IAS) officers in a move aimed at strengthening governance, improving administrative efficiency and ensuring better coordination across several key departments. The transfer orders, issued with immediate effect by Chief Secretary K.A.P. Sinha, cover important portfolios including Personnel, Home Affairs, Health and Family Welfare, Housing and Urban Development, Municipal Administration, Vigilance, Rural Development and Taxation.

The latest reshuffle places experienced officers in strategically important positions while also assigning additional responsibilities to several officers, reflecting the government’s focus on efficient public administration and improved service delivery.

Among the most notable appointments, senior IAS officer Neelima has been entrusted with the Personnel Department along with the additional charge of the Vigilance Department. Another important decision is the posting of IAS officer Parminder Pal Singh to the Home Affairs Department, while IAS officer Sakshi Sawhney has been given the additional responsibility of leading Punjab’s Anti-Drug Campaign as its Nodal Officer.

The reshuffle also brings substantial changes in the Housing and Urban Development Department, Municipal Administration and district-level governance.

Neelima Appointed Secretary, Personnel; Also Gets Vigilance Department

One of the most significant decisions in the latest transfer order is the appointment of Neelima, a 2008-batch IAS officer, as Secretary, Personnel Department.

She has been shifted from the Home Affairs Department and will now head one of the most influential departments in the Punjab Government. Alongside this assignment, she has also been given the additional responsibility of Secretary, Vigilance Department.

The Personnel Department plays a pivotal role in managing the state’s civil services. It is responsible for matters relating to appointments, transfers, postings, promotions, service rules and personnel administration across various government departments.

By also assigning her the Vigilance Department, the government has placed Neelima in charge of another crucial administrative wing responsible for vigilance matters, disciplinary proceedings and anti-corruption initiatives within the state administration.

Holding both portfolios simultaneously makes her one of the key bureaucrats in Punjab’s administrative framework.

Parminder Pal Singh Posted to Home Affairs Department

Another major decision in the reshuffle is the transfer of Parminder Pal Singh, a 2016-batch IAS officer.

He has been shifted from the Department of Employment Generation and Skill Development and appointed as Special Secretary, Home Affairs Department.

The Home Affairs Department remains one of the state’s most sensitive administrative departments, dealing with law and order, internal security, police administration, disaster management and coordination with various security and enforcement agencies.

His appointment comes at a time when effective coordination between administrative and law enforcement agencies continues to remain an important priority for the state government.

Sakshi Sawhney Gets Additional Charge as Nodal Officer for Anti-Drug Campaign

The Punjab Government has also strengthened its anti-drug initiative by assigning IAS officer Sakshi Sawhney, a 2014-batch officer, the additional responsibility of Nodal Officer for the state’s Anti-Drug Campaign.

The decision underlines the government’s continued emphasis on tackling drug abuse, which has remained one of Punjab’s most significant public policy challenges over the years.

Sakshi Sawhney will continue to discharge her existing responsibilities as Special Secretary, Health and Family Welfare and Mission Director of the National Health Mission (NHM), Punjab.

However, she has been relieved of her additional responsibility as Chief Administrator of the Punjab Urban Planning and Development Authority (PUDA), allowing her to focus on her health-related assignments and the state’s anti-drug initiative.

As Nodal Officer, she is expected to coordinate efforts among multiple departments engaged in awareness campaigns, healthcare interventions, rehabilitation initiatives and administrative measures aimed at curbing substance abuse.

Major Changes in Housing and Urban Development

The Housing and Urban Development Department has also witnessed an important round of leadership changes.

IAS officer Sandeep Rishi, a 2015-batch officer, has been transferred from his post as Commissioner of the Municipal Corporation, Jalandhar.

He has now been appointed Chief Administrator of the Greater Mohali Area Development Authority (GMADA) at SAS Nagar.

GMADA is one of Punjab’s most significant urban development agencies and is responsible for planning, regulating and implementing infrastructure and urban expansion projects in the rapidly developing Mohali region.

In another important appointment, IAS officer Neeru Katyal Gupta, a 2016-batch officer, has been posted as Chief Administrator of the Punjab Urban Planning and Development Authority (PUDA).

She has also been entrusted with the additional charge of Director, Town and Country Planning.

By assigning both responsibilities to a single officer, the government aims to strengthen coordination between urban planning, land development and infrastructure management across the state.

Her dual role will involve overseeing planning approvals, urban development projects, land use regulations and implementation of planning policies.

Municipal Administration Witnesses Fresh Appointments

The reshuffle also includes several changes in municipal administration and district-level governance.

IAS officer Nikas Kumar, a 2020-batch officer, has been transferred from the post of Additional Deputy Commissioner (Rural Development), Hoshiarpur.

He has now been appointed Commissioner of the Municipal Corporation, Jalandhar, one of Punjab’s major urban local bodies.

As Municipal Commissioner, he will oversee civic administration, sanitation, infrastructure development, revenue collection, urban planning and delivery of municipal services in the city.

Sonam Continues Existing Responsibilities Alongside New Assignment

IAS officer Sonam, a 2023-batch officer, has been posted as Additional Commissioner, Taxation-I, Patiala.

While taking up the new assignment, she will continue to serve as Joint Commissioner of the Municipal Corporation, Patiala, and retain her existing responsibilities in the Excise and Taxation Department.

The arrangement reflects the government’s effort to ensure administrative continuity while effectively utilising available manpower across departments.

Rakesh Kumar Meena Shifted to Hoshiarpur

IAS officer Rakesh Kumar Meena, also from the 2023 batch, has been transferred from his position as Joint Commissioner, Municipal Corporation, Bathinda.

He has now been appointed Additional Deputy Commissioner (Rural Development), Hoshiarpur.

In his new assignment, he will supervise various rural development programmes, coordinate implementation of government welfare schemes and oversee developmental initiatives in the district.

Immediate Joining Ordered

The Punjab Government has directed all transferred officers to assume charge of their new assignments without delay.

According to the official transfer order, officers who have not been assigned fresh postings in the present reshuffle will report to the Secretary, Personnel Department until further orders are issued.

The latest round of administrative changes is expected to strengthen governance across several important sectors, including personnel management, vigilance, home affairs, health, urban development, municipal administration and rural development.

By placing experienced officers in key positions and assigning additional responsibilities where necessary, the government aims to improve administrative coordination, accelerate decision-making and enhance the delivery of public services. The appointment of a dedicated Nodal Officer for the Anti-Drug Campaign also signals Punjab’s continued commitment to intensifying its efforts against drug abuse while ensuring better convergence between health, law enforcement and administrative agencies.
