Public Trust and Impartial Governance
Highlighting the increased responsibilities associated with the IAS, Chief Secretary Srinivas stressed that public confidence in administrative institutions depends directly on fair, unbiased, and transparent decision-making.
He referred to Rajasthan’s administrative heritage—including the Board of Revenue and the District Collectorate framework—noting that these institutions were built through decades of dedication and hard work. He urged the officers to uphold these foundational values while aligning with the state government’s Maximum Governance–Minimum Government ethos, which focuses on simplifying public interactions through streamlined processes.
Core Administrative Priorities
During the session, the Chief Secretary outlined several operational benchmarks for the promoted officers:
1. Technology and AI in Administration
Officers were advised to leverage Information Technology (IT) and Artificial Intelligence (AI) to enhance efficiency, speed up file processing, and maintain operational transparency across state departments.
2. Exposure to Grievance Redressal Mechanisms
Srinivas directed the officers to visit the Rajasthan Sampark Call Centre located within the Government Secretariat. The platform serves as a centralized grievance portal for public complaints. The visit aims to familiarize officers with ground-level public grievances and emphasize high-quality, timely disposal of citizen representations.
3. Mission Karmayogi and Leadership Development
Under the government’s capacity-building framework, Mission Karmayogi, the officers were instructed to complete specialized training courses focusing on leadership competencies, behavioral skills, and public policy execution.
Additional Chief Secretary (Training) Shreya Guha briefed the officers on the available training modules designed to enhance leadership capabilities, while Secretary of Personnel Archana Singh and Joint Secretary Dheeraj Kumar Singh were also present during the briefing.
Focus on Citizen Convenience
Concluding the interaction, Chief Secretary Srinivas reminded the officers that administrative success is measured by the accessibility and responsiveness of public services. He encouraged the cohort to combine traditional administrative rigor with technological innovation to foster accountable, effective governance across Rajasthan.
