The Appointments Committee of the Cabinet (ACC) has approved the repatriation of Gyanesh Bharti, IAS (AGMUT:1998), who is serving as Deputy Election Commissioner in the Election Commission of India, to his parent cadre. The decision has been taken on the request of the Ministry of Home Affairs (MHA) and comes with the imposition of an extended cooling-off period.
The decision was formally communicated through an order issued by the Secretariat of the Appointments Committee of the Cabinet under the Department of Personnel and Training (DoPT) on August 10, 2026. The move brings Bharti’s Central assignment with the Election Commission to an end and clears the way for his return to the AGMUT cadre.
Gyanesh Bharti to return to parent AGMUT cadre
Gyanesh Bharti is a 1998-batch IAS officer of the AGMUT cadre, which covers Arunachal Pradesh, Goa, Mizoram and a number of Union Territories. He is currently serving as Deputy Election Commissioner in the Election Commission of India, a senior constitutional institution responsible for conducting elections to Parliament, state legislatures and the offices of the President and Vice-President.
According to the ACC communication, his repatriation has been approved at the request of the Ministry of Home Affairs, which is the cadre-controlling authority for AGMUT officers.
The order specifically states that the repatriation has been approved with the imposition of extended “cooling off”. This condition is an important part of the decision and will affect his eligibility for another Central deputation in accordance with the applicable service rules.
What extended cooling-off means for the officer
In the context of Central deputation, a cooling-off period generally refers to the mandatory interval an All India Services officer is required to spend in the parent cadre after completing a period of Central deputation before becoming eligible for another such assignment.

Bharti was serving as Deputy Election Commissioner
Before the latest ACC decision, Bharti was posted as Deputy Election Commissioner in the Election Commission of India.
The Election Commission is a constitutional authority with responsibility for supervising and conducting elections across the country. A Deputy Election Commissioner works within this institutional framework on matters connected with election administration, coordination and implementation of decisions taken by the Commission.
Bharti’s assignment at the Election Commission was therefore a significant Central-level responsibility. His return to the AGMUT cadre now marks a change after his tenure at the poll body.
The ACC order itself does not mention Bharti’s next posting or the specific assignment he will take up after returning to the parent cadre. That decision will be taken separately by the competent authorities within the AGMUT administrative structure.
Repatriation approved on MHA request

The MHA handles cadre management for AGMUT IAS officers and plays an important role in deciding the deployment and administrative positioning of officers belonging to the cadre.

The decision was notified from New Delhi on August 10, 2026, through the Secretariat of the Appointments Committee of the Cabinet, Ministry of Personnel, Public Grievances and Pensions, Department of Personnel and Training.
The order carries reference number 36/02/2026-EO(SM-I).
It has been signed by Annies Kanmani Joy, Director, Secretariat of the Appointments Committee of the Cabinet and Establishment Officer. The communication lists the telephone number 24010544 for the concerned office.
The order formally records only the repatriation decision and the extended cooling-off condition. It does not provide details of Bharti’s future posting in the AGMUT cadre.
Senior government authorities informed
The ACC communication has been circulated to a broad list of senior government authorities.
Recipients include the Cabinet Secretary, Principal Secretary to the Prime Minister, Secretary to the President of India and Secretary to the Vice-President of India. The Secretaries General of the Rajya Sabha and Lok Sabha Secretariats have also been included.
Copies have been sent to the Secretary, Department of Personnel and Training, Secretary (Coordination and Public Grievances) in the Cabinet Secretariat and all Secretaries to the Government of India as per the standard distribution list.
The offices of the Union Home Minister, all Union Ministers and the Minister of State for Personnel have also been informed.
The officer concerned and the Chief Secretaries of all States have been included in the circulation as well.

The order has also been marked to the Cabinet Secretariat, with Namrata Gandhi, Deputy Secretary, mentioned in connection with its communication bearing Dy. No. 02/02/2026-CS(A) dated August 10, 2026.
Other recipients include the Director General (Media and Communication), Press Information Bureau, the Editor of Civil Services News and the Deputy Secretary in the Department of Administrative Reforms and Public Grievances.
The communication has also been sent to the Principal Staff Officer to the Secretary (Personnel), PPS to the Establishment Officer, Establishment Officer (CM), the relevant guard file and the National Informatics Centre, DoPT.
AGMUT cadre to get a senior officer back
Bharti’s repatriation adds another senior officer back to the AGMUT cadre at a time when cadre administrations regularly balance the requirement for officers across different jurisdictions and levels of government.
The AGMUT cadre has a distinctive structure because it includes several States and Union Territories. Officers belonging to the cadre can serve across these different administrative jurisdictions during their careers.
The return of a 1998-batch IAS officer with extensive experience in senior Central assignments can therefore be significant for the cadre administration. However, the ACC order does not indicate where Bharti will be posted after his repatriation.
That decision will be communicated separately by the competent authority.
No details yet on next assignment
While the ACC has approved the repatriation, the order does not specify Bharti’s next designation or department. It only states that he will be repatriated to his parent cadre on the request of the Ministry of Home Affairs and that an extended cooling-off condition will apply.
