Governor Approves Appointment Under Article 316 of the Constitution; Mohanty to Serve for Six Years or Until Age 62

In a key administrative move, the Governor of Odisha has appointed Shri Manoj Kumar Mohanty, IAS (Retd.) as a Member of the Odisha Public Service Commission (OPSC). The appointment has been made under Clause (1) of Article 316 of the Constitution of India, in conjunction with Regulation 5 of the Odisha Public Service Commission (Conditions of Service) Regulations, 1952.

A 2012-batch promotee IAS officer, Mr. Mohanty retired from service on June 30, 2025, while serving as Additional Secretary in the General Administration & Public Grievance (GA & PG) Department.

Tenure: Six Years or Until Age 62

As per the official notification issued by the GA & PG Department, Mr. Mohanty will serve a term of six years from the date he assumes office, or until he attains the age of 62, whichever is earlier.

A Veteran Administrator with Rich Experience

Mr. Mohanty brings with him decades of administrative experience in various government roles, most recently as Additional Secretary in the GA & PG Department. His induction into the OPSC is expected to strengthen the commission’s functioning and enhance its credibility in the public recruitment process.
Terms of Appointment

The terms and conditions of Mr. Mohanty’s service will be governed by the Odisha Public Service Commission (Conditions of Service) Regulations, 1952, and any amendments that may be introduced from time to time.

The official order stated:

“In exercise of the powers conferred by Clause (1) of Article 316 of the Constitution of India, read with Regulation 5… the Governor of Odisha has been pleased to appoint Shri Manoj Kumar Mohanty… as Member, Odisha Public Service Commission.”

About the Odisha Public Service Commission

The OPSC is the constitutional body responsible for recruiting candidates to civil services and advising the state government on personnel matters. Its members are appointed by the Governor and play a crucial role in upholding transparency, fairness, and merit-based selection in public service recruitment across Odisha.
