Sikkim Government Orders Transfer of Three IAS Officers: Pari Bishnoi Appointed District Collector of Pakyong, Tushar Nikhare Moves to Planning Department

The Government of Sikkim has ordered a significant administrative reshuffle involving three Indian Administrative Service (IAS) officers, assigning them to new roles and responsibilities with immediate effect. The transfer order, issued by the Department of Personnel through Office Order No. 2218/G/DOP dated April 30, 2026, and signed by Rinzing Chewang Bhutia, reflects the state government’s intent to strengthen governance delivery, improve administrative coordination, and ensure the optimal deployment of senior bureaucratic talent across key departments and districts.

Key Transfers and New Postings

As per the official order, three IAS officers have been reassigned to new positions across the state’s administrative structure.

Tushar Gajanan Nikhare, who was serving as the District Collector of Gangtok, has been transferred and posted as Secretary of the Planning and Development Department. His move from district administration to the Planning and Development Department places him in a strategic role where he will be responsible for overseeing policy formulation, development planning, and the implementation of key government programmes at the state level.

Agawane Rohan Ramesh, who was previously serving as the District Collector of Pakyong, has been posted as the new District Collector of Gangtok District, stepping into the vacancy created by Nikhare’s transfer. As District Collector of Gangtok — the state capital and most prominent district of Sikkim — Agawane Rohan Ramesh will oversee a broad range of administrative, developmental, and regulatory responsibilities in the most strategically significant district of the state.

The appointment of Pari Bishnoi as District Collector of Pakyong marks a notable and significant transition in her administrative career — moving from a diplomatic liaison and coordination role at Sikkim House in New Delhi to a direct field posting in one of Sikkim’s important districts. Her new assignment will require her to engage directly with ground-level governance challenges, oversee land revenue administration, manage disaster preparedness and response, and drive developmental initiatives across the district. The state government’s decision to appoint her to this position reflects its confidence in her administrative abilities and her readiness to take on greater field-level responsibility.

Profile of Pari Bishnoi: A High-Achieving IAS Officer

Pari Bishnoi is a 2020-batch IAS officer who secured an impressive All India Rank of 30 in the 2019 Union Public Service Commission (UPSC) Civil Services Examination — one of the most competitive examinations in the country. Born on February 26, 1996, in Bikaner, Rajasthan, she completed her undergraduate education at Indraprastha College for Women, University of Delhi, and subsequently earned a Master’s degree in Political Science from Maharshi Dayanand Saraswati (MDS) University in Ajmer. Before clearing the UPSC examination, she had also qualified the National Eligibility Test with Junior Research Fellowship (NET-JRF), demonstrating strong academic aptitude from an early stage in her career.

Her administrative career to date has spanned a range of varied and important postings. She began her career as an Assistant Secretary in the Ministry of Petroleum and Natural Gas in 2022, before being posted as Sub-Divisional Magistrate (SDM) in Gangtok, where she gained first-hand experience of field-level administration in Sikkim.

She subsequently served as Deputy Resident Commissioner at Sikkim House, New Delhi, a role that involved coordinating the state’s affairs at the national capital and managing inter-governmental liaison functions. Known for her disciplined approach, intellectual rigour, and early and focused preparation for the civil services, Pari Bishnoi is widely regarded as one of the promising young IAS officers in the Sikkim cadre.

On the personal front, Pari Bishnoi is married to Bhavya Bishnoi, a Member of the Legislative Assembly from Haryana and the son of senior political figure Kuldeep Bishnoi. She became a mother in 2025, and continues to balance her family responsibilities alongside her demanding administrative career — a fact that has drawn considerable admiration from many quarters.

The three-way transfer order is designed to bring fresh energy, expertise, and administrative focus to critical positions within Sikkim’s governance framework.
