In a major administrative exercise aimed at strengthening the state’s intelligence network and internal security framework, the Tamil Nadu government on Thursday ordered a large-scale reshuffle of senior Indian Police Service (IPS) officers across key intelligence, Crime Branch-CID, and Special Branch units.
The reshuffle, which involves the transfer and posting of ten IPS officers to strategically important assignments, was notified by the Home (SC) Department through an official order issued under the signature of Additional Chief Secretary K. Manivasan.
The transfers have come into immediate effect and are being viewed as a significant move to reinforce Tamil Nadu’s security, surveillance, and intelligence-gathering mechanisms amid increasing focus on organised crime monitoring, internal security management, and inter-agency coordination.

Dr G. Dharmarajan Appointed DIG, Intelligence (Security)
Among the most prominent appointments, Dr G. Dharmarajan, who was serving as Deputy Inspector General of Police, Vellore Range, has now been posted as DIG, Intelligence (Security), Chennai.
His new assignment places him in one of the state’s most sensitive intelligence positions involving security coordination, threat assessment, and strategic intelligence operations.
Pakerla Cephas Kalyan Gets Internal Security Role
Senior IPS officer Pakerla Cephas Kalyan, who was earlier serving as Joint Commissioner of Police (Law and Order), South Zone, Greater Chennai Police, has been appointed as DIG, Intelligence (Internal Security), Chennai.
The posting is considered crucial as the Internal Security wing plays a central role in monitoring security threats, maintaining law and order coordination, and handling sensitive intelligence inputs.
P. Saravanan Shifted to CID Intelligence
P. Saravanan, previously DIG of Police, Tirunelveli Range, has been transferred and posted as DIG, CID Intelligence, Chennai.
His new role is expected to involve intelligence-based criminal investigations, coordination with specialised units, and strengthening information-sharing systems within the state police structure.

Garad Karun Uddhavrao Posted to Organised Crime Intelligence Unit
Garad Karun Uddhavrao, who was serving as Superintendent of Police of Tiruvallur district, has been appointed as SP, Organised Crime Intelligence Unit, Chennai.
The unit is responsible for monitoring organised criminal activities, gathering intelligence on emerging crime syndicates, and supporting coordinated enforcement operations.
A. Myilvaganan Moved to Special Branch CID
A. Myilvaganan, Superintendent of Police of Tenkasi district, has been posted as SP-I, Special Branch CID, Chennai.
The Special Branch CID handles intelligence collection related to public order, political movements, sensitive events, and security-related assessments.
Dr C. Madhan Assigned to Security Branch CID
Dr C. Madhan, who was serving as Superintendent of Police of Thoothukudi district, has been transferred as SP-I, Security Branch CID, Chennai.
The Security Branch CID plays a vital role in VIP security coordination, threat perception analysis, and security arrangements for sensitive installations and events.
K. Shanmugam Given New Special Branch Assignment
K. Shanmugam, previously serving as SP of the ‘Q’ Branch CID in Chennai, has now been appointed as SP-II, Special Branch CID, Chennai.
The ‘Q’ Branch CID is known for handling intelligence related to extremist activities and anti-national threats, making his experience particularly valuable in the Special Branch setup.
G. S. Madhavan Posted to Security Branch CID
G. S. Madhavan, who was serving as SP, Metro Zone, Crime Branch CID, Chennai, has been posted as SP-II, Security Branch CID, Chennai.
His transfer is expected to further strengthen operational coordination within the security apparatus.
N. Silambarasan Appointed to Special Division
N. Silambarasan, SP and Assistant Inspector General of Police (Law and Order), Chennai, has been appointed as SP, Special Division, Special Branch CID, Chennai.
The Special Division is regarded as a sensitive intelligence wing responsible for handling confidential security-related assignments and specialised monitoring activities.

Officials indicated that the reshuffle is part of the Tamil Nadu government’s broader strategy to reinforce intelligence coordination, improve operational efficiency, and strengthen specialised policing units dealing with organised crime, internal security, and sensitive investigations.
