Tamil Nadu Transfers Two IAS Officers: R Lilly Appointed Commissioner of Stationery & Printing, Dr R Sukumar Posted as Joint Commissioner, Municipal Administration
Continuing its periodic administrative reshuffle, the Tamil Nadu government has issued fresh transfer and posting orders for two Indian Administrative Service (IAS) officers, assigning them new responsibilities in key departments. The changes, notified through a government order issued on July 17, 2026, involve R Lilly (IAS:2005:TN) and Dr R Sukumar (IAS:2019:TN).
The latest reshuffle is part of the state’s regular administrative exercise aimed at optimising the deployment of senior officers, strengthening departmental functioning and ensuring efficient governance through strategic assignments.
Under the new orders, R Lilly has been appointed as Commissioner, Stationery and Printing, while Dr R Sukumar has been transferred to the Municipal Administration Department as Joint Commissioner.
Although the reshuffle is limited to two officers, it reflects the government’s ongoing efforts to place experienced administrators in positions where their expertise can contribute to improved public administration and departmental efficiency.
R Lilly Takes Charge as Commissioner, Stationery and Printing
According to the official notification, R Lilly (IAS:2005:TN) has been transferred from her present assignment as Special Secretary to Government, Transport Department.
She has now been appointed as Commissioner, Stationery and Printing, one of the important administrative positions responsible for overseeing the state’s stationery, printing and publication-related activities.
The government order specifies that her appointment has been made against a post created temporarily under Rule 4(2) of the IAS (Cadre) Rules, 1954.
She succeeds Dr R Sukumar, who has been reassigned to another department under the latest transfer orders.
With over two decades of administrative experience in the Tamil Nadu cadre, R Lilly brings extensive governance expertise to her new assignment.
Her experience in policy implementation and departmental administration is expected to support the efficient functioning of the Stationery and Printing Department, which plays a vital role in government documentation, publication and printing services.
Dr R Sukumar Shifted to Municipal Administration Department
As part of the same reshuffle, Dr R Sukumar (IAS:2019:TN) has been transferred from his current position as Director, Stationery and Printing.
He has now been appointed as Joint Commissioner, Municipal Administration, where he will be associated with urban governance and municipal administration in the state.
The Municipal Administration Department is responsible for overseeing urban local bodies, civic infrastructure, municipal services and implementation of various urban development programmes across Tamil Nadu.
In his new assignment, Dr Sukumar is expected to contribute to strengthening municipal administration and improving urban governance through effective policy execution and administrative coordination.
His transfer reflects the government’s practice of providing officers with exposure to diverse sectors during different stages of their administrative careers.
Routine Administrative Reshuffle
The latest postings form part of Tamil Nadu’s routine administrative reshuffle, a process through which IAS officers are periodically reassigned to different departments based on administrative requirements, governance priorities and organisational needs.
