UP Government Brings Back Dr. G.K. Goswami as UPSIFS Director for One Year After Retirement
The Uttar Pradesh government has once again appointed retired IPS officer Dr. G.K. Goswami to lead the Uttar Pradesh State Institute of Forensic Sciences (UPSIFS) in Lucknow. He will serve as Director for an additional one-year term, as approved by the Hon’ble Governor. His renewed tenure begins on 13 November 2025, allowing the institute to retain stable leadership during a critical phase of growth.
A Return to the Institution He Founded
Dr. Goswami stepped down from service on 30 September 2025, having served as the inaugural Director of UPSIFS. After his retirement, the state administration assessed several candidates for the position. However, given the importance of expert leadership in forensic research and the absence of a finalized successor, the government has asked Dr. Goswami to continue heading the institute through a special post-retirement assignment.

A 1997-batch IPS officer from the Uttar Pradesh cadre, Dr. Goswami has built a career that blends policing, academic scholarship, and forensic science innovation.
Professional Policing Roles:
Served as Additional Director General (ADG) of Police, Uttar Pradesh
Led the Uttar Pradesh Anti-Terror Squad (ATS)
Held senior positions in the Central Bureau of Investigation (CBI), including Director of the CBI Academy in Ghaziabad
Represented India at the UN Office on Drugs and Crime (UNODC) on issues relating to organized crime
Academic Accomplishments:
Holds two PhDs — one in Medicinal Chemistry and a second in Law, specializing in the use of DNA profiling in sexual assault cases
Awarded a prestigious Doctor of Science (D.Sc.) in Forensic Sciences and Law by the National Forensic Sciences University (NFSU), Gandhinagar — becoming the first Indian ever to receive this recognition

Completed the Fulbright-Nehru Academic and Professional Excellence Fellowship (2020–21) at Cornell Law School, USA, focusing on wrongful convictions and criminal justice reform
