UP IAS Rinkoo Singh Rahee Withdraws Technical Resignation After Viral ‘No Work’ Letter; Parallel System Allegations Stir Debate

In a significant yet discreet administrative development, 2023-batch Indian Administrative Service (IAS) officer Rinkoo Singh Rahee has withdrawn his previously submitted “technical resignation,” which had sparked widespread debate after his strongly worded letter went viral on social media. The move has reportedly been handled with a high degree of confidentiality, with no senior official willing to comment on record about the circumstances surrounding the decision.

Rahee himself has maintained a restrained stance, offering only a brief statement indicating that the matter is currently under consideration at higher administrative levels. He emphasized that his primary concern is not a specific posting but the opportunity to contribute meaningfully to governance. “I only wish to work. The government may assign me responsibilities wherever it considers appropriate. I have been assured that such a situation will not arise again, and I expect to be given a suitable posting soon,” he stated.

Rahee had originally submitted his resignation on March 26, 2026, addressing it to the President of India, the Uttar Pradesh Appointments Department, and the Union Department of Personnel and Training (DoPT). In his letter, he expressed deep dissatisfaction over being assigned no substantive work for an extended period. He also suggested a “no work, no pay” principle and requested reinstatement to his earlier role as District Social Welfare Officer.

The letter drew nationwide attention after it surfaced publicly on March 30, primarily due to its candid tone and the serious allegation of a “parallel system” influencing administrative functioning beyond the constitutional framework. The claim triggered discussions on transparency, accountability, and internal governance within the bureaucracy.

Currently, Rahee is attached to the Board of Revenue in Lucknow, holding a Joint Magistrate-level position. Earlier, he had served as Sub-Divisional Magistrate (SDM) in Powayan tehsil of Shahjahanpur following his IAS training in 2025. However, he was removed from the post after a controversial incident in which a video showed him performing “Uthak-Baithak” (a form of public apology) in front of protesting lawyers. The footage went viral, eliciting mixed public reactions and ultimately leading to his reassignment.

Rahee’s journey into the IAS reflects persistence and resilience. He began his career after clearing the UP-PCS examination in 2004 and served as a District Social Welfare Officer while preparing for the UPSC Civil Services Examination. His determination paid off when he successfully entered the IAS in 2022.

Notably, his career also includes a life-threatening episode in 2008 during his posting in Muzaffarnagar, where he reportedly faced an attack by a mafia group after taking a firm stance against corruption. Sustaining multiple gunshot injuries, he underwent extensive medical treatment for nearly two years before recovering fully—continuing his civil services preparation even during this period.

Sources suggest that the withdrawal of his resignation is being processed at the highest levels, and an official notification may follow once formal approvals are completed. For now, Rahee’s silence and the administration’s cautious approach continue to fuel speculation, while also reigniting broader conversations around administrative efficiency, officer utilization, and systemic reforms within public service.
