Major IFS Reshuffle in Uttar Pradesh: 14 Forest Officers Transferred, Nine DFOs Reassigned; Arushi Mishra Moved to Kaimur Wildlife Division

The Uttar Pradesh government has transferred 14 IFS officers and reassigned nine DFOs in a major Forest Department reshuffle. Arushi Mishra has been posted to Kaimur Wildlife Division, while key changes have been made across Kanpur, Gorakhpur, Varanasi, Saharanpur and other important forest divisions.

The Uttar Pradesh government has continued its extensive administrative restructuring drive by carrying out a significant reshuffle in the Forest Department. In one of the biggest transfer exercises involving forest officers this year, 14 Indian Forest Service (IFS) officers have been transferred and fresh postings have been assigned to nine Divisional Forest Officers (DFOs) across the state.

The latest round of transfers comes at a time when the state government has already undertaken multiple reshuffles involving IAS, PCS and other administrative services. Officials say the objective behind the latest exercise is to strengthen field administration, improve coordination within the department and accelerate the implementation of conservation and forest management programmes.

The transfer orders affect several important forest divisions and wildlife regions, including Kanpur, Gorakhpur, Jhansi, Unnao, Varanasi, Saharanpur, Mirzapur, Bijnor and Jaunpur. The changes are expected to influence both routine forest administration and wildlife conservation efforts across the state.

Nine DFOs Shifted in Major Field-Level Reorganisation

The most notable feature of the reshuffle is the large-scale movement of Divisional Forest Officers, who play a crucial role in implementing forest conservation policies, protecting wildlife, monitoring plantations and managing field operations.

Several important districts have received new forest officers, while others have seen experienced officials moved to fresh assignments.

Among the key transfers, Divya, who was serving as DFO Kanpur, has been shifted and posted as the new DFO of Jaunpur. The move brings an experienced officer to a district that continues to focus on forest conservation and plantation initiatives.

Vikas Yadav, who was handling responsibilities as DFO Gorakhpur, has been transferred to the Jhansi Forest Division. His new assignment places him in the Bundelkhand region, where ecological restoration and forest development remain important priorities.

Shubham Singh has been appointed the new DFO of Gorakhpur after being transferred from Saharanpur. His posting is expected to strengthen forest administration in eastern Uttar Pradesh.

Another important change involves Swati, who was serving as DFO Varanasi. She has now been transferred to Unnao and will take charge of the district’s forest administration and conservation activities.

One of the most discussed transfers in the latest reshuffle is that of Arushi Mishra. Previously serving as DFO Unnao, she has now been posted to the Kaimur Wildlife Division in Mirzapur. The Kaimur region is known for its ecological significance and wildlife habitat, making it an important assignment within the department.

Nidhi Chauhan, who was serving as DFO Badaun, has been appointed as the new DFO of Varanasi. Her new posting places her in one of the state’s most prominent districts, where environmental management and urban forestry initiatives continue to receive attention.

Chandni Singh, earlier posted in the National Chambal Sanctuary, has been transferred to Saharanpur as DFO. The move brings valuable wildlife management experience to the district.

Akanksha Jain, who was serving as DFO Azamgarh, has been appointed DFO Kanpur. Her new role will involve overseeing forest conservation activities and departmental operations in one of Uttar Pradesh’s major urban centres.

Meanwhile, Prithviraj KSB, who was serving as DFO Ballia, has been transferred as DFO of the Bijnor Forest Division located at Najibabad. The region is considered strategically important because of its proximity to several wildlife habitats and forest zones.

Additional Responsibilities Assigned to Senior Officers

Alongside the transfer exercise, the government has also entrusted several officers with additional responsibilities in order to strengthen departmental management and improve operational efficiency.

Sujay Banerjee, who is currently serving as General Manager (Personnel) in the Forest Corporation, has been assigned the additional charge of General Manager (Production). The dual responsibility is expected to improve coordination between personnel management and operational activities within the corporation.

Another important assignment has been given to H. Rajamohan. While continuing as Field Director of the prestigious Dudhwa Tiger Reserve, he has also been entrusted with the additional responsibility of Regional Manager of the Forest Corporation in Kheri.

Officials believe that his experience in wildlife conservation and reserve management will help improve operational effectiveness in the region.

Ganesh Bhatt Returns After Central Deputation

One of the most significant developments in the reshuffle concerns senior IFS officer Ganesh Bhatt, who has recently returned to Uttar Pradesh after completing his tenure on central deputation.

Following his return, the government has assigned him a crucial leadership role within the Forest Department.

He has been appointed as Chief Conservator of Forests (Human Resources), a position that plays an important role in personnel management, policy implementation and administrative coordination.

In addition to this primary responsibility, Bhatt has also been entrusted with several key additional assignments. He will simultaneously serve as Chief Conservator of Forests (Projects) and Chief Conservator of Forests (Security and Vigilance).

The multiple responsibilities assigned to him reflect the government’s confidence in his experience and administrative capabilities.

Changes Within the Forest Corporation

The reshuffle has also brought significant changes within the Forest Corporation structure.

A.K. Kashyap, who was serving as Regional Manager of the Forest Corporation in Gorakhpur, has been transferred to Lucknow.

Meanwhile, Suraj, currently serving as Director of the Shaheed Ashfaq Ullah Khan Zoological Park, has been given the additional charge of Regional Manager of the Forest Corporation in Gorakhpur.

Officials expect these changes to improve coordination between wildlife institutions and forest corporation activities in the region.

Government Pushes Administrative Realignment

Sources within the department indicate that the transfer exercise forms part of a larger governance strategy being pursued by the Uttar Pradesh government.

In recent weeks, multiple rounds of transfers involving IAS officers, PCS officers and other administrative personnel have taken place. The latest Forest Department reshuffle appears to be another step in that broader effort.

Officials say the objective is to ensure that experienced officers are deployed where their expertise can generate maximum impact. The government is also seeking to strengthen field-level monitoring, improve implementation of conservation programmes and enhance accountability across departments.

Forest officials believe the fresh postings will improve coordination among divisions and help accelerate ongoing initiatives related to afforestation, wildlife conservation, biodiversity protection and ecological restoration.

Separate Administrative Action in Jal Nigam

While the Forest Department was undergoing a major restructuring exercise, another important administrative development unfolded in Uttar Pradesh’s Jal Nigam (Rural).

The government has taken disciplinary action against Executive Engineer Narendra Verma, suspending him with immediate effect.

According to officials, Verma was transferred from Badaun to Sonbhadra on April 9, 2026. However, despite repeated instructions and reminders from the department, he reportedly failed to join his new place of posting within the prescribed period.

Authorities stated that he neither complied with the transfer order nor provided an explanation considered satisfactory by the department.

As a result, disciplinary proceedings have been initiated.

Departmental Inquiry Ordered

Following the suspension, Jal Nigam (Rural) Managing Director Dr. Rajshekhar ordered a formal departmental inquiry into the matter.

Chief Engineer Visheshwar Prasad has been appointed as the inquiry officer and will examine the circumstances surrounding the alleged non-compliance with official transfer orders.

During the suspension period, Narendra Verma has been attached to the office of the Chief Engineer, Agra Zone.

The inquiry is expected to determine whether further disciplinary action is warranted.

Focus on Accountability and Governance

The developments in both the Forest Department and Jal Nigam underline the Uttar Pradesh government’s continued emphasis on accountability, administrative discipline and institutional efficiency.

Officials believe that timely transfers, strategic deployment of officers and strict enforcement of service rules are essential for ensuring effective governance.

With 14 IFS officers receiving new assignments, nine DFOs taking charge of fresh divisions and disciplinary action being initiated against officers accused of non-compliance, the state government appears determined to strengthen administrative functioning across departments and improve service delivery at the grassroots level.

The latest reshuffle is expected to have a significant impact on forest governance, wildlife conservation efforts and departmental administration across Uttar Pradesh in the coming months.
