Centre Bolsters Leadership in Healthcare and Railways with Strategic Appointments
The Central Government has approved key bureaucratic appointments involving senior officers from the Indian Administrative Service (IAS) and Indian Railway Accounts Service (IRAS), aimed at strengthening governance in vital sectors like public health and railways.
Dr. Vinay Goyal IAS Assigned Additional Charge of Kerala Medical Services Corporation
Dr. Vinay Goyal, a 2016-batch IAS officer of the Kerala cadre, has been given additional charge as Managing Director of the Kerala Medical Services Corporation Limited (KMSCL). He currently serves as the State Mission Director of the National Health Mission (NHM) in Kerala.
The dual role is intended to foster closer integration between NHM and KMSCL—two critical institutions in Kerala’s public health infrastructure, overseeing health programme implementation and procurement of medical supplies, respectively. Dr. Goyal, recognized for his effective administration and on-ground approach, is expected to play a key role in improving the efficiency and reliability of the state’s healthcare supply chain.
IRS Officer Chhavi Jha Appointed Additional Member (Revenue), Railway Board
In another notable development, Chhavi Jha, a senior IRAS officer currently posted as Chief Administrative Officer (Information Technology) in Northern Railway, has been elevated to the post of Additional Member (Revenue) on the Railway Board. Her new role, at Pay Level 16 (Higher Administrative Grade – HAG), places her at the centre of revenue planning and policy within the Ministry of Railways.
With her rich experience in financial management and digital systems integration, Jha is expected to spearhead reforms focused on revenue optimization and enhanced fiscal governance across Indian Railways—one of the world’s largest public transport networks.
These appointments reflect the Centre’s continuing strategy to deploy capable, reform-oriented officers in leadership positions, driving improved service delivery and institutional efficiency across critical sectors.
