West Bengal Sends 3 IAS Officers’ Names to ECI for New Chief Electoral Officer Post; Neelam Meena, Tanmay Chakrabarty and Moumita Godara Basu in Contention

The Government of West Bengal has forwarded a panel of three senior Indian Administrative Service (IAS) officers to the Election Commission of India for the appointment of the next Chief Electoral Officer (CEO) of the state.

The development comes after the appointment of Manoj Kumar Agarwal as the new Chief Secretary of West Bengal. Agarwal had been serving as the Chief Electoral Officer since March 2025 and was widely credited for overseeing the politically sensitive and administratively challenging Special Intensive Revision (SIR) of electoral rolls in the state.

The three IAS officers shortlisted by the state government for consideration are Neelam Meena, Tanmay Chakrabarty and Moumita Godara Basu.

The Election Commission of India will now examine the panel before making the final selection for the crucial constitutional post.

Manoj Kumar Agarwal’s Transition to Chief Secretary

The process to appoint a new CEO was initiated following the elevation of Manoj Kumar Agarwal to the position of Chief Secretary of West Bengal.

Agarwal’s tenure as CEO gained attention due to the successful conduct of the Special Intensive Revision exercise, which involved detailed verification and updating of electoral rolls ahead of future elections in the state. The exercise was considered politically significant given West Bengal’s intense electoral environment and the importance of maintaining accurate voter records.

Administrative circles viewed the revision process as one of the most demanding electoral management tasks undertaken in recent years.

Subrata Gupta Named Chief Advisor to Chief Minister

In another key administrative development, Subrata Gupta, who had earlier been appointed by the Election Commission as Special Poll Observer, has been designated as Chief Advisor to Chief Minister Suvendu Adhikari.

Both Manoj Kumar Agarwal and Subrata Gupta had reportedly played important roles in supervising and coordinating the Special Intensive Revision process in the state.

Profile of Neelam Meena

Neelam Meena is a 1998-batch IAS officer of the West Bengal cadre and originally hails from Rajasthan. Born on February 5, 1970, she possesses an academic background in both science and humanities, holding a Bachelor’s degree in Botany and a Master’s degree in History.

Over the course of her administrative career, she has handled several important assignments in the state government. Her major postings have included serving as District Magistrate of Hooghly and Chief Executive Officer of the Siliguri Jalpaiguri Development Authority.

She has also worked in departments related to Youth Services and Environment. During her five-year central deputation, she served with the Tea Board and the Ministry of Rural Development under the Government of India.

At present, she is serving as Principal Secretary in the Consumer Affairs Department of the West Bengal government.

Profile of Tanmay Chakrabarty

Tanmay Chakrabarty belongs to the 2006 batch of the IAS and is a home-cadre officer from West Bengal. Born on September 24, 1980, he holds a B.Sc. Tech degree.

Chakrabarty is known for a rare distinction in the UPSC Civil Services Examination. He was reportedly the only candidate from his batch to clear the Civil Services Mains examination using Bengali as the medium of writing.

Throughout his career, he has held several key administrative assignments across the state. His postings have included serving as Sub-Divisional Officer in North 24 Parganas, Additional District Magistrate in Jalpaiguri and District Magistrate of both Purulia and Malda districts.

He also served as Managing Director of the West Bengal Tourism Development Corporation. Currently, he is posted as Director of the ESI Scheme under the Labour Department.

Profile of Moumita Godara Basu

Moumita Godara Basu is a 2007-batch IAS officer of the West Bengal cadre. Born on October 16, 1977, she has an academic specialization in Geography and holds both M.A. and M.Phil. degrees in the subject.

She has extensive field administration experience and has served as District Magistrate of Bankura, Jalpaiguri and Jhargram districts.

Apart from district administration, she has also worked in important state government departments including Commerce & Industries and Mines & Minerals.

She is presently serving as Secretary in the Health & Family Welfare Department of the West Bengal government.

Crucial Role of the Chief Electoral Officer

The post of Chief Electoral Officer holds major importance in the state’s electoral administration. The CEO is responsible for supervising elections, maintaining and updating electoral rolls and coordinating with the Election Commission of India to ensure the conduct of free, fair and transparent elections.

The office also oversees election preparedness, polling arrangements, voter awareness programmes and compliance with electoral regulations across the state.

With West Bengal remaining one of India’s most politically significant states, the appointment of the next CEO is expected to attract considerable administrative and political attention in the coming weeks.
