ACC Approves 2-Year Extension for 2004-Batch IAS Officer Saumya Gupta as Higher Education Joint Secretary
The Appointments Committee of the Cabinet (ACC) has approved a two-year extension in the Central deputation tenure of senior IAS officer Saumya Gupta, who is currently serving as Joint Secretary in the Department of Higher Education under the Ministry of Education. The extension will take her tenure beyond November 28, 2026, and allow her to continue in the post for another two years, subject to the condition that it will remain effective until further orders if an earlier decision is taken.
The approval was conveyed through an official order issued by the Secretariat of the Appointments Committee of the Cabinet, Department of Personnel and Training (DoPT), Ministry of Personnel, Public Grievances and Pensions. The order, dated September 19, 2026, was issued from New Delhi and followed a formal proposal submitted by the Department of Higher Education seeking continuation of the officer’s Central deputation.
According to the order, the ACC has approved the proposal for extending the Central deputation tenure of Ms. Saumya Gupta, IAS (TR:2004), Joint Secretary, Department of Higher Education, for a period of two years beyond November 28, 2026, or until further orders, whichever is earlier. The decision means that the 2004-batch officer will continue in her present Central Government assignment beyond the completion of her existing tenure.
Saumya Gupta Is a 2004-Batch IAS Officer of the Tripura Cadre
Saumya Gupta belongs to the 2004 batch of the Indian Administrative Service and is from the Tripura cadre. She is currently posted as Joint Secretary in the Department of Higher Education, where she is working at the senior policy and administrative level within the Union Government’s higher education establishment.
The latest ACC decision concerns only the extension of her Central deputation tenure. The official order does not announce a change in her designation or department. Instead, it provides for her continued service as Joint Secretary in the Department of Higher Education for another two years beyond the current tenure ending on November 28, 2026.
With the approved extension, her Central deputation will continue into 2027 and 2028, subject to the precise terms of the government order and any subsequent orders that may be issued. That communication formed the basis for the proposal seeking an extension of Saumya Gupta’s Central deputation. After consideration of the proposal, the ACC approved the continuation of the officer for another two years beyond the existing tenure.
The latest decision therefore provides administrative continuity in the post of Joint Secretary in the Department of Higher Education. The order itself does not specify any particular programme, policy initiative or project as the reason behind the extension, and no such reason has been stated in the official communication.
Extension to Continue Beyond November 2026
Saumya Gupta’s existing Central deputation tenure is due to end on November 28, 2026. Following the latest ACC approval, she will continue in the Department of Higher Education for an additional period of two years beyond that date.
This would take the approved extension up to November 28, 2028, subject to the standard condition mentioned in the order. The government has stipulated that the extension will remain valid for two years beyond November 28, 2026, or until further orders, whichever is earlier.

Importantly, the Chief Secretary of Tripura has also been sent a copy of the communication. This is relevant because Saumya Gupta belongs to the Tripura cadre, and her continued Central deputation is therefore being formally communicated to the state cadre authorities as well.
The order has also been marked to the officer concerned, the PSO to Secretary (Personnel), the PPS to the Establishment Officer, the PS to the Deputy Secretary concerned, the Senior Technical Director of NIC, DoPT, and the relevant guard file.
