ACC Approves Extension of IOFS Officer Vijay Mittal as Heavy Industries Joint Secretary Till June 2027
The Appointments Committee of the Cabinet (ACC) has approved an extension in the Central deputation tenure of Shri Vijay Mittal, IOFS (1991), who is serving as Joint Secretary in the Ministry of Heavy Industries. As per the latest order issued by the Department of Personnel and Training (DoPT), his tenure has been extended from March 4, 2027, to June 30, 2027, or until further orders, whichever is earlier.
The decision was communicated through an official order issued by the Secretariat of the Appointments Committee of the Cabinet under the Ministry of Personnel, Public Grievances and Pensions. The order was issued from New Delhi on September 19, 2026, following a proposal submitted by the Ministry of Heavy Industries seeking an extension of Vijay Mittal’s Central deputation tenure.
According to the order, the ACC has approved the proposal of the Ministry of Heavy Industries for continuation of Shri Vijay Mittal, IOFS (1991), as Joint Secretary in the Ministry. The approved extension covers the period from March 4, 2027, to June 30, 2027, subject to the condition that the tenure may end earlier if further orders are issued by the competent authority.
Vijay Mittal Is a 1991-Batch IOFS Officer
Vijay Mittal belongs to the 1991 batch of the Indian Ordnance Factories Service (IOFS) and is currently posted as Joint Secretary in the Ministry of Heavy Industries. His present assignment places him in a senior administrative position within the Union Government’s industrial and manufacturing policy framework.
The latest ACC decision does not involve a change in his designation. Instead, it provides for his continuation in the existing Joint Secretary-level assignment for a specific additional period beginning March 4, 2027.
The extension approved by the ACC is relatively short when compared with a conventional multi-year deputation extension. It covers nearly four months, taking his approved tenure from March 4, 2027, through June 30, 2027. After consideration of the proposal, the ACC approved the extension of Vijay Mittal’s Central deputation tenure. The order specifically states that the extension will run from March 4, 2027, to June 30, 2027, or until further orders, whichever is earlier.
The official communication does not state the reasons for seeking the extension or identify any particular project, policy initiative or administrative requirement behind the proposal. It simply records that the Ministry of Heavy Industries had submitted the proposal and that the ACC subsequently approved it.
This means the latest order should be read primarily as an administrative extension of the officer’s existing Central deputation rather than as a fresh appointment or transfer.
Extension Covers March to June 2027
The most important aspect of the order is the precise period for which the extension has been approved. Vijay Mittal’s Central deputation tenure has been extended from March 4, 2027, and will run up to June 30, 2027, unless an earlier order modifies the arrangement.
The extension therefore provides for his continuation in the Ministry of Heavy Industries during the four-month period between the two dates. Order Circulated to Senior Government Offices
The order has been formally communicated to the Ministry of Heavy Industries, addressed to Secretary Kamran Rizvi in New Delhi. Copies have also been sent to several senior offices and departments across the Government of India.
The Prime Minister’s Office has been included in the circulation, with Director Pooja Jain named in the order. Copies have also been marked to the office of the Home Minister and the Minister of State for Personnel, as well as the Cabinet Secretariat, where Joint Secretary Kavita Singh has been named.
Another significant recipient is the Secretary, Department of Defence Production. The circulation to the Department of Defence Production is part of the formal distribution of the ACC decision to the relevant government authorities.
The order has also been sent to the officer concerned and to senior officials in the Department of Personnel and Training, including the PSO to Secretary (Personnel), the PPS to the Establishment Officer and the PS to the Deputy Secretary concerned. The Senior Technical Director of NIC, DoPT, and the relevant guard file have also been included in the distribution.
ACC Decision Ensures Continuity in Existing Assignment
The latest decision means Vijay Mittal will continue as Joint Secretary in the Ministry of Heavy Industries during the additional period approved by the ACC. The extension does not create a new posting for the officer but keeps him in his existing Central Government assignment from March 4 through June 30, 2027, subject to further orders.
For the Ministry, the approval provides continuity at a senior administrative level for the specified period. For Vijay Mittal, IOFS (1991), it represents a formal continuation of his Central deputation tenure beyond the existing period.
The order dated September 19, 2026, therefore settles the immediate administrative position regarding his tenure beyond March 4, 2027.
