Bihar Transfers 4 IAS Officers in Key Reshuffle; Gopal Meena Appointed Governor’s Secretary, New DM for Lakhisarai

In a notable administrative development, the Bihar government has carried out a fresh bureaucratic reshuffle, transferring four Indian Administrative Service (IAS) officers and assigning them new responsibilities across key departments. The changes, announced by the General Administration Department (GAD) on Sunday, are aimed at strengthening governance and improving administrative efficiency across the state.

One of the most significant changes has taken place at the Raj Bhavan. Senior IAS officer Robert L. Chongthu (1997 batch), who was serving as Principal Secretary to the Governor, has now been reassigned as Principal Secretary of the Minority Welfare Department. He will continue in this role until further orders. His transfer is seen as part of a broader effort to bring experienced leadership into departments that play a crucial role in social welfare and inclusion.

In another key appointment, Gopal Meena (2007 batch), who was previously serving as Secretary in the Revenue and Land Reforms Department, has been named the new Secretary to the Governor. This position is considered highly significant as it involves close coordination with the Raj Bhavan and handling sensitive administrative matters. In addition to this responsibility, Meena has also been given the additional charge of Vigilance Commissioner in the General Administration Department, further expanding his role within the state’s administrative framework.

The reshuffle also includes the reassignment of Mohammad Sohail, another IAS officer from the 2007 batch. He has been appointed as Secretary in the General Administration Department. Importantly, Sohail will continue to hold his existing additional charge as Inquiry Commissioner in the same department. Officials have indicated that this dual responsibility is intended to ensure continuity in administrative oversight and maintain efficiency in handling departmental inquiries and governance processes.

At the district level, the government has made a significant posting by appointing Shailendra Kumar as the new District Magistrate (DM) of Lakhisarai. Kumar, who was serving as Special Secretary in the Agriculture Department, is expected to bring his administrative experience to strengthen governance at the grassroots level. The appointment of a new DM is often seen as a crucial step in improving district administration, ensuring better implementation of government schemes, and addressing local challenges more effectively.

This reshuffle reflects a broader administrative realignment undertaken by the Bihar government to optimize the functioning of various departments.
