Top Bureaucratic Promotions: Sarita Chauhan Chand and Pankaj Yadav Elevated as Additional Secretaries in Key Government Departments

In a significant administrative reshuffle aimed at strengthening governance and policy execution at the highest levels, the Government of India has approved the elevation of two senior Indian Administrative Service (IAS) officers to the rank of Additional Secretary in their respective ministries.

Ms. Sarita Chauhan Chand, an IAS officer of the AGMUT cadre (1999 batch), who is currently serving as Joint Secretary in the Department of Administrative Reforms & Public Grievances under the Ministry of Personnel, Public Grievances and Pensions, has been promoted to the position of Additional Secretary in the same department.

Her elevation reflects recognition of her extensive experience and contributions in the domain of administrative reforms and citizen-centric governance. The Department of Administrative Reforms & Public Grievances plays a pivotal role in enhancing transparency, improving public service delivery, and streamlining government processes across ministries and departments.

As Additional Secretary, Ms. Chand will be entrusted with greater responsibility in driving key reform initiatives, including digital governance, grievance redressal mechanisms, and institutional capacity building. Her role is expected to be instrumental in advancing the government’s agenda of “Minimum Government, Maximum Governance,” with a focus on efficiency, accountability, and responsiveness in public administration.

In a parallel development, Shri Pankaj Yadav, an IAS officer of the Haryana cadre (2001 batch), currently serving as Joint Secretary in the Department of Rural Development under the Ministry of Rural Development, has also been elevated to the position of Additional Secretary in the same department.

Shri Yadav’s promotion comes at a time when rural development remains a central pillar of India’s socio-economic growth strategy. The Department of Rural Development is responsible for the implementation of major flagship schemes aimed at poverty alleviation, rural employment generation, infrastructure development, and livelihood enhancement.

In his new capacity as Additional Secretary, Shri Yadav will play a key leadership role in overseeing large-scale programs such as rural employment schemes, housing initiatives, and rural infrastructure projects. His responsibilities will include policy formulation, inter-ministerial coordination, and ensuring effective implementation of schemes at the grassroots level.

With his extensive administrative experience and deep understanding of rural governance challenges, he is expected to contribute significantly toward improving the delivery and impact of development programs in rural India.
