Major DoPT Orders: IRS Officer Chetan PS Rao Gets UN Posting in New York; Sunil Chaudhari’s DEA Tenure Extended
The Government of India has announced a series of significant bureaucratic decisions involving senior officers from the Indian Revenue Service (IRS), Indian Civil Accounts Service (ICAS), and the country’s water resources administration framework.
The latest orders, issued by the Department of Personnel and Training (DoPT) and approved in part by the Appointments Committee of the Cabinet (ACC), include an important United Nations assignment, an extension of deputation tenure in the Department of Economic Affairs, and a major technical appointment in the Krishna Water Disputes Tribunal.
The latest developments reflect the Centre’s continued focus on strengthening administrative leadership, ensuring continuity in crucial departments, and deploying experienced officers in strategic national and international assignments.
Chetan PS Rao Appointed to United Nations Role in New York
One of the most prominent decisions among the latest DoPT orders is the appointment of senior IRS officer Chetan PS Rao (IRS-IT: 2002) to an international assignment with the United Nations in New York, United States.
According to the official order issued on May 4, 2026, Rao has been appointed as Principal Economic Affairs Officer (D-I) under the United Nations system. He will serve in the overseas assignment for a period of 364 days from the date he assumes charge, or until further orders, whichever is earlier.
The assignment is considered significant given the increasing importance of international economic coordination and India’s expanding engagement with global multilateral institutions.
To facilitate his international posting, the government has curtailed his ongoing central deputation as Member (Finance) in the Delhi Development Authority (DDA), functioning under the Ministry of Housing and Urban Affairs.
Interestingly, Rao had been appointed to the DDA only in September 2025 for a full five-year tenure. However, the prestigious UN assignment has resulted in an early conclusion of his current role at the urban development body.
Officials familiar with the development said that such international assignments are often viewed as recognition of an officer’s professional expertise and administrative capabilities at the global level.
Receives Another Extension in Department of Economic Affairs
In another important administrative decision, the government has extended the central deputation tenure of Sunil Bhagwat Chaudhari (ICAS: 2008), who is currently serving as Director in the Department of Economic Affairs (DEA).
As per the DoPT notification dated May 6, 2026, the ACC has approved a one-year extension under the Central Staffing Scheme beyond June 6, 2026. His tenure will now continue till June 4, 2027, or until further orders.
This is the second consecutive extension granted to Chaudhari. In June 2025, he had already received a similar one-year extension after successfully completing his original five-year deputation tenure.
Chaudhari has been serving continuously in the Department of Economic Affairs since June 2020 and has been associated with important financial and economic policy-related responsibilities during his tenure.
The Department of Economic Affairs, functioning under the Ministry of Finance, plays a central role in managing India’s economic policy framework, budgetary matters, financial institutions, and macroeconomic coordination.
Officials said the extension reflects the government’s confidence in his administrative experience and continuity of work within the department.
Dr Mukesh Kumar Sinha Appointed Assessor in Krishna Water Disputes Tribunal
In another notable development, the ACC has approved the appointment of former Central Water Commission (CWC) Chairman Dr Mukesh Kumar Sinha as Assessor in the Krishna Water Disputes Tribunal (KWDT). The appointment was formally cleared on May 6, 2026.
As Assessor, Dr Sinha will function as a technical expert assisting the tribunal in matters related to inter-state river water disputes involving the Krishna river basin. His responsibilities will include providing expert analysis on hydrology, irrigation systems, engineering aspects, river flow patterns, water availability assessments, and technical evaluation of competing claims made by different states.
The Krishna Water Disputes Tribunal is one of India’s most significant inter-state river tribunals and deals with sensitive water-sharing issues involving multiple southern states.
Dr Sinha is widely regarded as a veteran expert in the field of water resources management and hydraulic engineering. During his tenure as Chairman of the Central Water Commission, he played a key role in several national-level water planning and river management initiatives.
The CWC functions as the apex technical organisation of the Government of India in matters relating to water resources development, flood management, irrigation planning, and river basin management.
Officials believe that Dr Sinha’s technical expertise and long administrative experience will significantly strengthen the tribunal’s ability to evaluate complex water-sharing and engineering disputes.
Continued Administrative Restructuring at Senior Levels
The latest DoPT and ACC orders underline the Centre’s ongoing administrative restructuring and кадровिक management efforts aimed at deploying experienced officers in strategic governance, economic, technical, and international roles.
