Who Is D. Amoy Kumar? ED Summons Telangana IAS Officer in Hyderabad Land Case, Asked to Appear on May 25

The Enforcement Directorate has summoned senior Telangana cadre IAS officer D. Amoy Kumar in connection with an alleged land transaction and property registration case in Hyderabad, directing him to appear before the central agency on May 25, 2026.

According to official sources, the ED has also issued summons to the then Joint Collector and a Sub-Registrar associated with the matter as part of its ongoing probe into alleged irregularities in land transactions, property mutations and registration processes in Telangana.

Officials familiar with the investigation stated that the latest summons relates to a separate Enforcement Case Information Report (ECIR) registered by the agency. The investigation reportedly focuses on alleged procedural violations and irregularities linked to land administration decisions taken during D. Amoy Kumar’s tenure in the revenue department.

This is not the first occasion on which the Telangana cadre IAS officer has come under the scanner of the Enforcement Directorate. Earlier as well, Kumar had been questioned by the agency in connection with the controversial Bhoodan land case involving disputed land transactions in Telangana.

Sources said that during the earlier investigation, the officer was questioned for nearly seven hours regarding issues linked to a land dispute in Maheswaram area of Rangareddy district. The ED has reportedly summoned him again because the recording of his statement and examination of documents remained incomplete during the previous round of questioning.

The present ED investigation is said to have originated from a First Information Report (FIR) registered by Maheswaram police in 2023.

Although D. Amoy Kumar has not been named as an accused in the case so far, officials said certain administrative decisions taken during the relevant period are being scrutinised by investigators.

During the course of questioning, ED officials reportedly sought detailed information regarding the functioning of the Dharani integrated land records management portal, which was introduced by the Telangana government for digitisation and streamlining of land registration and mutation processes.

Investigators are also examining issues related to land registrations falling under prohibited categories and the alleged removal of certain parcels of land from the 22-A prohibitory list.

Under government rules, the 22-A list includes categories of land where transfer, sale or registration is restricted due to legal disputes, government ownership claims or other regulatory concerns.

According to agency sources, the ED is probing whether there were any illegal financial gains, procedural irregularities, manipulation in land categorisation or misuse of administrative authority during the relevant period.

D. Amoy Kumar is a 2013-batch IAS officer of the Telangana cadre who entered the Indian Administrative Service through promotion from the State Civil Services (SCS).

Born on November 17, 1981, he has served in several important administrative and revenue-related assignments across Telangana over a career spanning more than 13 years.

During his service, he has held the position of District Collector and Magistrate in multiple districts, including Rangareddy, Medchal-Malkajgiri, Jayashankar Bhupalpally and Suryapet.

At present, the officer is serving as Joint Secretary to the Government in the Animal Husbandry, Dairy Development and Fisheries Department of Telangana.

In recent years, certain decisions taken during his tenure as Rangareddy District Collector had also attracted legal scrutiny in relation to land allotment disputes, ownership claims and administrative clearances connected with high-value land parcels in and around Hyderabad.

The Enforcement Directorate is continuing its investigation into the matter and is expected to examine additional documents, land records and official approvals as part of the ongoing probe.
