Himachal Pradesh Govt Reshuffles Bureaucracy: IAS Amarjeet Singh Gets Additional Charge, Two HAS Officers Transferred

The Himachal Pradesh government on Tuesday carried out a minor administrative reshuffle in the state bureaucracy, assigning additional responsibilities to a senior IAS officer and transferring two Himachal Administrative Service (HAS) officers in a move aimed at strengthening administrative coordination and improving departmental functioning.

The Department of Personnel issued the official notification detailing the new postings and additional assignments across key departments of the state administration.

As part of the reshuffle, senior IAS officer Amarjeet Singh, who is currently serving as Secretary in the Cooperation Department, has been entrusted with the additional charge of the Department of Town and Country Planning.

The department had earlier been functioning under the supervision of Sanjay Gupta, who was handling the responsibility in an interim capacity while also serving as Acting Chief Secretary. With Amarjeet Singh now taking over the additional portfolio, the government is expected to bring greater administrative focus and coordination to urban planning and development-related matters.

Officials said the move is part of a broader effort to ensure smoother functioning in departments dealing with infrastructure growth, urban expansion, and planning regulation, which have become increasingly important amid rapid developmental activities across the state.

In another significant posting, 2010-batch HAS officer Nishant Thakur has been appointed as Additional Secretary (Revenue-DMC). Despite his new assignment, he will continue to hold his existing position as Project Director of the Program Management Unit under the SDMF framework.

Government sources stated that retaining Nishant Thakur in both roles is intended to maintain continuity in ongoing development initiatives and revenue-related administrative work. His experience in handling project implementation and coordination is expected to support the efficient execution of key state programmes.

Meanwhile, HAS officer Vinay Modi has been posted as Assistant Commissioner to Deputy Commissioner (AC-to-DC) in Una district. Alongside this assignment, he has also been given the additional charge of Member Secretary of the State Scheduled Castes Commission in Una.

Before this transfer, Vinay Modi was serving as Member Secretary at the headquarters of the State Commission for Scheduled Castes in Una. Officials indicated that the dual responsibility has been assigned to ensure better coordination between district administration and welfare-related institutional mechanisms in the region.

The latest reshuffle, though limited in scale, is being viewed as part of the state government’s ongoing administrative restructuring process aimed at enhancing governance efficiency and ensuring smoother inter-departmental functioning.

Such periodic transfers and additional charge allocations are considered routine in the administrative setup and are often undertaken to address workload distribution, improve decision-making processes, and strengthen institutional coordination in important departments.

The changes come at a time when the Himachal Pradesh bureaucracy has been witnessing several high-level administrative developments, including discussions surrounding senior appointments and departmental restructuring within the state government.

Officials maintained that the reshuffle has been designed to ensure continuity in governance while optimising the utilisation of experienced officers across departments handling urban planning, revenue administration, and social welfare functions.
