Who Is Sanjay Gupta? Himachal Pradesh Appoints Senior IAS Officer as Chief Secretary Amid Legal and Political Storm
In a significant bureaucratic development that has triggered political debate and legal scrutiny, the Himachal Pradesh government has formally appointed senior IAS officer Sanjay Gupta as the Chief Secretary of the state, just days before his retirement scheduled for May 31, 2026. The appointment, although described by the government as a procedural administrative decision, has become one of the most closely watched developments in Himachal Pradesh’s political and bureaucratic circles.
A 1988-batch Indian Administrative Service officer of the Himachal Pradesh cadre, Gupta had already been functioning as the officiating Chief Secretary since October 2025 following the retirement of former Chief Secretary Prabodh Saxena. The latest order formally elevates him to the state’s top bureaucratic post for the remaining days of his service tenure.
According to government officials, the appointment was primarily aimed at regularising Gupta’s position before retirement and ensuring that all service-related entitlements and retirement benefits are processed under the designation of a full-time Chief Secretary. Sources within the administration have clarified that there is currently no proposal to grant him an extension beyond superannuation.
However, the timing of the appointment has sparked controversy and intensified an already ongoing legal challenge in the Himachal Pradesh High Court. A Public Interest Litigation (PIL) questioning Gupta’s appointment and vigilance clearance is presently under judicial consideration. The petition alleges violations of administrative norms related to appointments to sensitive government posts and raises concerns regarding pending allegations connected to certain real estate matters.
The High Court has already issued notices to the state government and scheduled the next hearing in the matter for July 21, 2026.
The appointment has also triggered sharp reactions from opposition leaders and political parties across the state. CPI(M) leader and former Shimla Mayor Sanjay Chauhan criticised the decision, alleging that Gupta’s elevation raises serious questions because of alleged links to the controversial Chester Hills housing project in Solan district.
Senior BJP leader and former Himachal Pradesh Chief Minister Jai Ram Thakur also questioned the government’s move, claiming that the appointment sends a troubling message regarding administrative neutrality and transparency in governance.
The controversy surrounding Gupta largely revolves around allegations related to the Chester Hills housing project, including claims of irregularities in land transactions and procedural approvals. Gupta has consistently denied any wrongdoing, maintaining that he had no direct involvement in the project and that all approvals granted during his tenure followed established legal and administrative procedures. The matter continues to remain under investigation and judicial review.
Despite the political uproar, senior bureaucratic officials have defended the appointment, describing it as a routine administrative step often taken for senior IAS officers nearing retirement. Officials argue that appointing the senior-most officer as Chief Secretary before retirement is neither unusual nor unprecedented within the Indian administrative framework.
Alongside Gupta’s appointment, the Himachal Pradesh government also announced a minor reshuffle within the state bureaucracy. Amarjeet Singh, currently serving as Secretary in the Cooperation Department, has been entrusted with the additional charge of the Town and Country Planning and Housing Department.

Born on May 6, 1966, Gupta holds a Bachelor’s degree in Civil Engineering along with a Diploma in Management.
Over the course of his long administrative career, he has served in several crucial positions in the state government and is known for handling important departments related to urban planning, housing, and infrastructure development. Before assuming the role of Chief Secretary, he served as Additional Chief Secretary for the Town and Country Planning & Housing Department.
