Centre Extends IAS Officer Dr. Syed Fakhrudin Hamid’s Inter-Cadre Deputation to Jammu & Kashmir for Another Year – Baramulla DC to Continue in Key Administrative Role
The Central Government has approved a one-year extension of the inter-cadre deputation of 2017-batch IAS officer Dr. Syed Fakhrudin Hamid, allowing him to continue serving in the Union Territory of Jammu & Kashmir. The decision, cleared by the Appointments Committee of the Cabinet (ACC), ensures that the officer will remain with the AGMUT cadre beyond July 7, 2026, despite belonging to the Assam-Meghalaya cadre.

The Department of Personnel and Training (DoPT) issued an official order on June 28, 2026, confirming that the Appointments Committee of the Cabinet has approved the proposal to extend Dr. Hamid’s inter-cadre deputation for another year.
According to the notification, the extension will take effect after July 7, 2026. It has been granted by relaxing the existing provisions governing inter-cadre deputation, enabling the officer to continue serving in the AGMUT cadre without interruption.
The approval reflects the Centre’s decision to retain his services in Jammu & Kashmir, where he has been handling important administrative responsibilities over the past several months.

Dr. Syed Fakhrudin Hamid belongs to the 2017 batch of the Indian Administrative Service and was originally allotted the Assam-Meghalaya cadre.

One of his notable postings was as the Sub-Divisional Officer (SDO) of Dadenggre in Meghalaya, where he worked closely with local communities while dealing with grassroots governance and developmental administration.

Born on February 18, 1987, he hails from Jammu & Kashmir. Before entering the civil services, he pursued professional education in healthcare by completing his Bachelor of Dental Surgery (B.D.S.) from the University of Kashmir.
His academic interests later shifted towards governance and public administration. He went on to earn a Master’s degree in Public Management from Jawaharlal Nehru University (JNU), New Delhi, equipping himself with specialised knowledge in public policy, governance and administrative management.
The combination of medical education and public administration has given him a multidisciplinary perspective that has often been considered valuable in public service.
Journey to the IAS
Dr. Hamid entered the Indian Administrative Service as a Direct Recruit after successfully clearing the prestigious UPSC Civil Services Examination.
