IAS Vineet Joshi Given Additional Charge as School Education Secretary; Kerala Appoints Minhaj Alam as Home ACS in Key Bureaucratic Reshuffle
New Delhi/Thiruvananthapuram: A series of important administrative decisions at both the Centre and in Kerala has resulted in key changes in the higher bureaucracy, with senior IAS officers taking on significant new responsibilities.
At the national level, the Appointments Committee of the Cabinet (ACC) has entrusted Vineet Joshi (IAS:1992:Manipur), Secretary in the Department of Higher Education, with the additional charge of Secretary, Department of School Education and Literacy following the retirement of Sanjay Kumar (IAS:1990:Bihar) on June 30, 2026.
At the same time, the Kerala Government has carried out a crucial bureaucratic reshuffle after the appointment of Biswanath Sinha as the state’s new Chief Secretary. As part of the changes, senior IAS officer Minhaj Alam (IAS:1996) has been appointed Additional Chief Secretary (Home and Vigilance) while continuing to oversee the Agriculture Department.
The twin developments ensure administrative continuity in two critical governance sectors – education at the national level and home administration in Kerala.
Vineet Joshi Takes Charge of School Education Department
The Central Government has assigned Vineet Joshi the additional responsibility of heading the Department of School Education and Literacy under the Ministry of Education.
The decision follows the retirement of Sanjay Kumar, who superannuated on June 30, 2026, after serving as Secretary of the department.
With the new arrangement, Joshi will simultaneously lead both the Department of Higher Education and the Department of School Education and Literacy until a regular appointment is made or until further orders are issued by the government.
The move is aimed at ensuring uninterrupted leadership in the Ministry of Education during the transition period.
Having one senior officer oversee both departments is expected to facilitate better coordination in implementing education reforms spanning school education, higher education, digital learning, skill development and institutional governance.
Who is Vineet Joshi?
Vineet Joshi is a 1992-batch IAS officer of the Manipur cadre and is widely regarded as one of India’s most experienced education administrators.
Over the course of his distinguished career, he has played an important role in shaping education policy and institutional reforms at the national level.
Born on November 2, 1968, Joshi possesses an exceptional academic background that combines engineering, management and research.
His educational qualifications include:
Bachelor of Technology (B.Tech.) from IIT Kanpur
Master of Business Administration (MBA) from the Indian Institute of Foreign Trade (IIFT), New Delhi
Doctor of Philosophy (Ph.D.) from IIFT, New Delhi
His combination of academic excellence and extensive administrative experience has made him one of the key policymakers in India’s education sector.
Currently serving as Secretary of the Department of Higher Education, he has been associated with several major reforms concerning universities, higher learning institutions and education policy.
Key Responsibility During NEP Implementation
Joshi’s additional charge comes at a particularly significant time.
The Ministry of Education is continuing the nationwide rollout of the National Education Policy (NEP) 2020, one of the most ambitious education reform programmes undertaken in recent decades.
The reforms cover virtually every segment of education, including:
School curriculum reforms
Foundational literacy and numeracy
Teacher training
Digital education
Higher education restructuring
Skill development
Multidisciplinary learning
Institutional governance
By placing both Higher Education and School Education under one senior administrator, the Centre is expected to ensure greater coordination in implementing these reforms until a permanent appointment is made.
Sanjay Kumar Retires After Leading School Education Department
The additional charge arrangement became necessary following the retirement of Sanjay Kumar (IAS:1990:Bihar), who completed his tenure as Secretary of the Department of School Education and Literacy on June 30, 2026.
During his tenure, the department supervised several flagship initiatives designed to strengthen India’s school education ecosystem.
Among the major focus areas during his leadership were:
Expansion of digital learning platforms
Implementation of the National Education Policy
Strengthening foundational literacy and numeracy
School education reforms
Teacher capacity building
Modernisation of educational institutions
His retirement created a vacancy at the top of one of the Ministry of Education’s most important departments, prompting the Centre to make an interim arrangement by assigning the responsibility to Vineet Joshi.
Kerala Government Appoints Minhaj Alam as Home ACS
In a parallel administrative development, the Kerala Government has reshuffled its senior bureaucracy by appointing Minhaj Alam (IAS:1996) as the new Additional Chief Secretary (Home and Vigilance).
The appointment follows the elevation of Biswanath Sinha as Kerala’s Chief Secretary, which resulted in changes at the top level of the state administration.
The Home Department is regarded as one of the most sensitive and influential departments in the state government, making Alam’s appointment particularly significant.
As Additional Chief Secretary (Home and Vigilance), he will oversee several critical areas of governance, including:
Law and order
Police administration
Internal security
Vigilance administration
Coordination during emergencies and disasters
Overall home department administration
The appointment places one of Kerala’s senior-most bureaucrats at the centre of the state’s internal governance framework.
Agriculture Responsibilities to Continue
Despite assuming responsibility for the Home Department, Minhaj Alam will continue to hold his existing portfolios.
He will remain:
Additional Chief Secretary, Agriculture and Farmers Welfare Department
Agricultural Production Commissioner
The decision allows the government to maintain continuity in agricultural administration while simultaneously strengthening leadership in the Home Department.
By retaining both assignments, the government aims to avoid disruptions in ongoing agricultural programmes while ensuring experienced oversight of internal administration.
Administrative Changes Follow Appointment of New Chief Secretary
The latest reshuffle is part of a broader administrative realignment following the appointment of Biswanath Sinha as Kerala’s Chief Secretary.
Whenever a new Chief Secretary assumes office, senior-level changes are often made to ensure smooth functioning of important departments and maintain continuity in governance.
The Home Department, in particular, plays a central role in coordinating government responses relating to security, policing, disaster management and administrative oversight.
The latest appointments are intended to provide stability during the transition while ensuring that key departments continue functioning without interruption.
Anju K.S. Gets Fresh Assignment
The Kerala Government has also transferred Anju K.S. (IAS:2017) as part of the administrative reshuffle.
She was previously serving as:
Staff Officer to the Chief Secretary
Following the latest orders, she has been appointed:
Director, State Lotteries
In addition to her new posting, she has also been entrusted with the full additional charge of:
Managing Director, Kerala State Backward Classes Development Corporation Limited (KSBCDC)
The appointments take effect immediately.
Her new responsibilities place her in charge of two important organisations connected with state revenue generation and social welfare initiatives.
Appointments Aim to Ensure Administrative Continuity
The latest decisions by both the Central Government and the Kerala Government underline the importance of maintaining continuity in governance during periods of transition.
At the Centre, assigning Vineet Joshi the additional charge of the School Education Department ensures that policy implementation under the Ministry of Education continues without interruption following the retirement of Sanjay Kumar.
In Kerala, the appointment of Minhaj Alam as Additional Chief Secretary (Home and Vigilance), along with the transfer of Anju K.S., is part of a broader effort to smoothly reorganise the state’s top bureaucracy after the appointment of a new Chief Secretary.
Together, these changes reinforce administrative stability at both the national and state levels while ensuring that critical sectors such as education, law and order, agriculture and public administration continue to function efficiently under experienced leadership.
