Centre Gives Additional Charge of NCSC, NCBC Secretary Posts to IAS Officer Sudhansh Pant
The Centre has entrusted 1991-batch Rajasthan cadre IAS officer Sudhansh Pant with the additional charge of the posts of Secretary to the National Commission for Scheduled Castes (NCSC) and Secretary to the National Commission for Backward Classes (NCBC).
The additional responsibility has been assigned to Pant with immediate effect and will continue until a regular incumbent is appointed to the posts or until further orders, whichever comes earlier. The move places two important constitutional and statutory bodies under the temporary administrative oversight of a senior bureaucrat who is already handling a key position at the Centre.
Pant currently serves as Secretary, Department of Social Justice and Empowerment, a portfolio closely connected with the areas of work handled by both the NCSC and NCBC. His existing responsibilities include matters concerning social justice, empowerment and welfare measures for disadvantaged and socially vulnerable sections of society.
With the latest arrangement, Pant will now oversee the secretarial functions of both commissions in addition to his current assignment. The decision is part of the Centre’s administrative arrangement until permanent appointments are made to the respective posts.
Sudhansh Pant to Handle Three Key Responsibilities
The additional charge means Pant will continue to function as Secretary in the Department of Social Justice and Empowerment while simultaneously taking responsibility for the secretarial posts of the NCSC and NCBC.
Both commissions have significant roles in matters relating to the rights, safeguards and welfare of their respective communities. The NCSC deals with issues concerning Scheduled Castes, including monitoring constitutional and legal safeguards, examining complaints and advising governments on matters affecting the community.
The NCBC, on the other hand, is concerned with matters relating to socially and educationally backward classes. Its responsibilities include examining safeguards and welfare measures for backward classes and advising the government on issues falling within its mandate.
Given the nature of these institutions, the Secretary plays an important administrative role in ensuring that the commissions are able to carry out their mandated functions smoothly. Pant’s existing experience in the Social Justice and Empowerment Department also gives him direct exposure to policy and administrative matters concerning these sections of society.
Arrangement to Continue Until Regular Appointment
According to the Centre’s order, the additional charge has been given with immediate effect. It will remain in force until a regular incumbent is appointed or until further orders, whichever is earlier.
Such temporary arrangements are commonly made when a regular appointment to a senior government post is pending. They ensure that the day-to-day functioning of an important institution does not face an administrative vacuum while the process of appointing a full-time incumbent is completed.
In Pant’s case, the government has chosen a senior officer already working in the social justice sector to take on the additional responsibilities. This also allows the commissions to continue their administrative and institutional work without waiting for a separate officer to assume charge.
Pant Already Holds a Crucial Social Justice Portfolio
Sudhansh Pant is currently serving as Secretary, Department of Social Justice and Empowerment. The department is responsible for formulating and implementing a range of policies and programmes aimed at promoting social justice and improving the welfare of disadvantaged sections.
His current position places him at the centre of several policy areas that overlap with the broader concerns of the NCSC and NCBC. The additional assignments will therefore bring together three closely related areas of administrative responsibility under his oversight.
The latest development is particularly significant from an administrative perspective because the two commissions deal with matters involving constitutional safeguards, representation, welfare and grievances relating to Scheduled Castes and backward classes.
Senior Rajasthan Cadre IAS Officer
Pant belongs to the 1991 batch of the Rajasthan cadre of the Indian Administrative Service and is among the senior-most serving bureaucrats of his cadre.
Over the course of his career, he has handled a range of important administrative responsibilities at both the state and central levels. His latest assignment adds to the portfolio of responsibilities already being handled by him at the Union government level.
The decision to give him charge of the NCSC and NCBC secretarial posts reflects the Centre’s preference for maintaining continuity in the functioning of these institutions while the process for appointing regular incumbents is completed.
For the time being, Pant will therefore be responsible for the functioning of the two commission secretariats in addition to his existing role as Secretary in the Department of Social Justice and Empowerment.
The arrangement will remain effective until the appointment of regular secretaries to the two commissions or until the government issues further orders.
