Punjab IAS Reshuffle: Gurkirat Kirpal Singh Gets Power Charge, Basant Garg Moves to Industries & Investment Promotion
The Punjab government has carried out a significant administrative reshuffle involving two senior IAS officers, bringing fresh changes to the leadership of some of the state’s key economic and infrastructure-related departments. The latest orders affect the Power, New & Renewable Energy Sources, Industries & Commerce and Investment Promotion portfolios, with responsibilities being redistributed between 2001-batch IAS officer Gurkirat Kirpal Singh and 2005-batch officer Basant Garg.
Under the new arrangement, Gurkirat Kirpal Singh has been assigned responsibility for the Power and New & Renewable Energy Sources departments while continuing as Principal Secretary, Social Security, Women & Child Development. Basant Garg, who was handling the Power and renewable energy portfolios, has now been shifted to Industries & Commerce and Investment Promotion, along with an additional responsibility connected with the promotion of the information technology industry.
Gurkirat Kirpal Singh Takes Charge of Power and Renewable Energy
Gurkirat Kirpal Singh, a 2001-batch IAS officer, has moved into a crucial administrative role with the latest reshuffle. He was earlier serving as Principal Secretary, Social Security, Women & Child Development, while also holding the additional charge of Principal Secretary, Industries & Commerce and Investment Promotion.
Following the latest changes, Singh will now continue as Principal Secretary, Social Security, Women & Child Development and will additionally take charge as Principal Secretary of both the Power and New & Renewable Energy Sources departments. The new allocation places him at the administrative helm of two sectors that are central to Punjab’s infrastructure, energy security and future development plans.
His responsibilities will therefore cover a combination of social-sector administration and energy-related policy and implementation. While the Social Security, Women & Child Development portfolio deals with welfare-oriented programmes and services, the Power and renewable energy assignments involve a very different set of challenges, including electricity supply, energy infrastructure, transmission and distribution, as well as the state’s transition towards cleaner sources of energy.
Basant Garg Moves Out of Power Department
The reshuffle also marks a change in responsibilities for Basant Garg, a 2005-batch IAS officer who had been closely associated with Punjab’s power administration. Garg has been transferred from the Power and New & Renewable Energy Sources departments and will now take charge of the state’s Industries & Commerce portfolio.
Before the latest order, Garg was serving as Administrative Secretary for Power as well as Administrative Secretary for New & Renewable Energy Sources. His responsibilities extended beyond the departmental level, as he was also serving as Chairman-cum-Managing Director of the Punjab State Transmission Corporation Limited (PSTCL) and Chairman-cum-Managing Director of the Punjab State Power Corporation Limited (PSPCL).
These assignments placed Garg at the centre of the state’s power administration, covering both departmental responsibilities and the leadership of key power-sector corporations. His move to Industries & Commerce now shifts his focus towards industrial development, business activity and investment-related matters.
Garg Gets Industries, Investment Promotion Responsibilities
Under the new arrangement, Basant Garg has been appointed Administrative Secretary, Industries & Commerce. He will also hold additional charge as Administrative Secretary, Investment Promotion.
The officer has also been assigned the additional responsibility of Administrative Secretary, Promotion of Information Technology Industry. The combination of these portfolios puts Garg in charge of a broad policy area covering industrial growth, investment facilitation and the development of the information technology sector.
The move is particularly significant because Industries & Commerce and Investment Promotion are closely linked to efforts to attract new investment, facilitate business expansion and create an environment conducive to industrial activity. With the IT industry promotion portfolio added to his responsibilities, Garg will also have a role in an increasingly important segment of Punjab’s economic development strategy.
