Punjab Transfers 3 IAS Officers; Anurag Verma Gets Agriculture, Jaspreet Talwar Revenue Charge
The Punjab government has reshuffled three senior IAS officers, assigning Anurag Verma to Agriculture & Farmers’ Welfare, Jaspreet Talwar to Revenue, Rehabilitation & Disaster Management, and Arshdeep Singh Thind to Rural Development & Panchayats.The officers have also been given additional responsibilities across several other departments.
The Punjab government has carried out a fresh administrative reshuffle involving three senior Indian Administrative Service (IAS) officers, moving them into important departmental assignments covering agriculture, revenue, disaster management, rural development, planning, horticulture, mines and justice.
The changes bring 1993-batch IAS officer Anurag Verma to the Agriculture & Farmers’ Welfare Department as Additional Chief Secretary. At the same time, 1995-batch IAS officer Mrs Jaspreet Talwar has been given charge of Revenue, Rehabilitation & Disaster Management as ACS-cum-Financial Commissioner, along with additional responsibility for Mines & Geology and Justice.
Another senior officer, 2004-batch IAS officer Arshdeep Singh Thind, has been posted as Administrative Secretary, Rural Developments & Panchayats. He will also hold additional charge of the Planning and Horticulture departments.
The latest orders effectively redistribute administrative responsibility across a cluster of departments that have a direct bearing on Punjab’s agriculture sector, rural governance, land and revenue administration, disaster response, mining, planning and horticulture.
Anurag Verma Posted as ACS, Agriculture & Farmers’ Welfare
Anurag Verma, a 1993-batch IAS officer, has been appointed Additional Chief Secretary, Agriculture & Farmers’ Welfare. The Agriculture & Farmers’ Welfare Department is among the important administrative arms of the Punjab government, given the central role played by agriculture in the state’s rural economy and livelihoods.
The department deals with matters connected with agricultural development as well as the welfare and interests of farmers. With his new assignment, Verma will oversee the department at the Additional Chief Secretary level. His posting places a senior and experienced IAS officer at the administrative helm of a department that handles a wide range of issues connected with Punjab’s farming community and agricultural sector.
The assignment is part of the broader reshuffle involving three senior officers and several additional charges. While Verma’s principal responsibility will be Agriculture & Farmers’ Welfare, the other two officers have been entrusted with multiple departments under the latest arrangement.
Jaspreet Talwar Gets Revenue, Rehabilitation and Disaster Management
Mrs Jaspreet Talwar, a 1995-batch IAS officer, has been appointed ACS-cum-Financial Commissioner, Revenue, Rehabilitation & Disaster Management. The post brings together several significant areas of state administration.
As ACS-cum-Financial Commissioner, Talwar will oversee the Revenue, Rehabilitation & Disaster Management portfolio, placing her in charge of matters relating to the state’s revenue administration, rehabilitation responsibilities and disaster-management framework. Her responsibilities do not end with the primary assignment. Talwar has also been given additional charge of ACS, Mines & Geology, as well as ACS, Justice.
This means her portfolio will extend across a diverse set of administrative functions. Revenue and land-related matters will form one major component of her assignment, while rehabilitation and disaster management will add another important dimension. Her additional responsibilities for Mines & Geology and Justice further expand the range of departments under her charge.
The arrangement puts several key administrative subjects under one senior officer, covering revenue, rehabilitation, disaster response, mining and the justice department.
Arshdeep Singh Thind Gets Rural Development and Panchayats
The third officer affected by the reshuffle is Arshdeep Singh Thind, a 2004-batch IAS officer. Thind has been posted as Administrative Secretary, Rural Developments & Panchayats. The department has an important role in the administration of rural areas and the functioning of the panchayati raj system across Punjab.
Along with his principal assignment, Thind has been entrusted with additional charge as Administrative Secretary, Planning and Administrative Secretary, Horticulture.
His new responsibilities consequently span three distinct areas of government functioning. Rural development and Panchayats will be his main portfolio, while planning and horticulture will come under his additional charge. The combination gives Thind a broad administrative brief involving grassroots rural governance as well as state-level planning and the horticulture sector.
Three Senior IAS Officers Get Key Departmental Responsibilities

Verma’s new role is focused on Agriculture & Farmers’ Welfare. Talwar’s assignment combines Revenue, Rehabilitation and Disaster Management with additional responsibilities for Mines & Geology and Justice.
Thind’s principal charge is Rural Developments & Panchayats, supplemented by Planning and Horticulture.Such arrangements place substantial administrative portfolios with experienced IAS officers and allow the state government to allocate senior-level oversight across multiple departments.
The reshuffle also underlines the interconnected nature of several of these portfolios.
