UPSC Selection Committee Meets in Jaipur for 18 IAS Promotions: 18 RAS Officers Under Consideration, Sealed-Cover Cases in Focus
A significant step has been taken towards completing Rajasthan’s long-pending promotion process from the Rajasthan Administrative Service (RAS) to the Indian Administrative Service (IAS). The UPSC Selection Committee is meeting at the Rajasthan Secretariat in Jaipur on September 23 to consider proposals for filling 18 IAS vacancies through promotion from the State Civil Service for the 2025 vacancy year.
The meeting, scheduled for 4 pm, is drawing considerable attention within Rajasthan’s administrative circles not only because of the number of vacancies involved but also because of the unusual decision to hold the proceedings in Jaipur rather than at the Union Public Service Commission’s headquarters in New Delhi. UPSC officials and other members of the Selection Committee are travelling to the Rajasthan capital for the exercise.
18 IAS Vacancies at the Centre of the Selection Process
The principal item before the Selection Committee is the proposal to fill 18 vacant IAS posts through promotion of eligible RAS officers. The proposal reportedly covers officers belonging to the 1998 and 1999 RAS batches, with 15 officers from the 1998 batch and three officers from the 1999 batch forming part of the current consideration.
For the officers concerned, the meeting represents a crucial stage in a process that has been awaiting movement for several months. Selection Committee proceedings are an important part of the statutory process through which eligible State Civil Service officers are considered for induction into the IAS, subject to the applicable rules, service records and other eligibility conditions.
Among the 1998-batch RAS officers whose names figure in the proposal are Meghna Chaudhary, Om Prakash Jain, Rajesh Singh, Mukesh Kumar Sharma, Mahendra Kumar Sharma, Anju Rajpal, Vivek Kumar, Madan Lal Nehra, Dinesh Kumar Jangid, Poonam Prasad Sagar, Ummed Singh and Mahaveer Kharadi. The final consideration, however, remains subject to the records and eligibility of the officers included in the proposal placed before the Committee.
Three 1999-Batch Officers Also Under Consideration
The proposal also includes three officers from the 1999 RAS batch. They are Dr Bhagchand Badhal, Aslam Sher Khan and Narendra Kumar Bansal, whose cases will be considered alongside those of the eligible officers from the 1998 batch.
The consideration of officers from two successive batches is particularly significant because the number of vacancies is limited to 18. The Selection Committee will examine the relevant service records and other material before making its recommendations in accordance with the applicable promotion framework.
Why Was the RAS-to-IAS Promotion Exercise Delayed?
The promotion exercise has been awaiting clearance for some time. According to reports, the Rajasthan Department of Personnel had already forwarded the proposal to the UPSC, but additional information was sought by the Commission in connection with an RAS officer belonging to the 2001 batch.
The issue reportedly concerned the officer’s field experience, following which the Department of Personnel supplied the information sought by the Commission. Even after the required information was furnished, however, the Selection Committee meeting was not immediately scheduled, extending the wait for officers whose cases were part of the promotion exercise.
Earlier reports had indicated that the proposal had been sent for scrutiny in May 2026 and that objections and procedural issues were subsequently dealt with before the eligible officers’ list was forwarded to the UPSC. The delay became a matter of concern among the RAS officers awaiting consideration.
RAS Officers Met Chief Secretary V. Srinivas
Against this backdrop, RAS officers whose promotions were pending reportedly approached Rajasthan Chief Secretary V. Srinivas and sought his intervention in resolving the issues holding up the process.
Srinivas, a 1989-batch IAS officer, subsequently took up the matter with the UPSC, according to reports. The Selection Committee meeting was then scheduled for September 23, bringing fresh movement to the promotion exercise.
The development has consequently attracted attention within the state bureaucracy, particularly among the officers directly affected by the delayed process. For them, the Jaipur meeting is not simply another administrative gathering but a key procedural stage that could move their long-pending induction cases towards the next level.
UPSC Team Travels From Delhi to Jaipur
Another notable feature of the September 23 proceedings is the movement of senior officials from Delhi to Jaipur. Rather than holding the Selection Committee meeting at the UPSC headquarters, the Commission’s representatives are travelling to the Rajasthan Secretariat.
According to reports published around the meeting, UPSC member Suman Sharma is scheduled to participate in the proceedings. Union Home Ministry officials Nidhi Pandey and Mahtime Sandeep Namdeo are also expected to attend as representatives of the Department of Personnel and Training.
The Rajasthan Government’s side is expected to include Chief Secretary V. Srinivas, Additional Chief Secretary Abhay Kumar and Department of Personnel Secretary Archana Singh. The visiting officials have reportedly been accorded State Guest status by the Rajasthan Government during their visit.
Jaipur Secretariat Has Hosted Such a Meeting Before
Although Selection Committee meetings of this nature are generally associated with the UPSC headquarters in Delhi, Jaipur has hosted such proceedings in the past. A previous UPSC Selection Committee meeting was held at the Rajasthan Secretariat on June 22, 2017.
That meeting had considered recommendations for 16 vacant IAS posts through the State Civil Service promotion route. The September 23 proceedings therefore mark another occasion when the Selection Committee has convened in Jaipur to examine Rajasthan’s RAS-to-IAS promotion cases.
The decision to hold the present meeting in Jaipur has consequently become one of the talking points surrounding this year’s promotion exercise, particularly because the meeting involves a sizeable number of vacancies and several senior officers.
Three Sealed-Cover Cases Add Another Dimension
The Committee is also expected to look at three sealed-cover cases connected with the earlier selection process. The officers associated with these cases are Arun Prakash Sharma, Ramswaroop and Gopal Ram Birda.
Among them, Gopal Ram Birda’s case has reportedly attracted particular attention, with the possibility of his sealed cover being opened during the proceedings. The actual treatment of these cases, however, will depend on the service records, relevant developments and the rules applicable to each officer’s case.
Sealed-cover procedures are used in service-selection matters where certain proceedings or circumstances require the recommendation concerning an officer to be kept in abeyance until the relevant issue is resolved. The Committee’s consideration will therefore have to take account of the specific circumstances attached to each case.
Some 1998 and 1999-Batch Officers May Not Be Considered
The current exercise does not necessarily cover every officer belonging to the 1998 and 1999 RAS batches. Earlier reports indicated that certain officers could fall outside the present consideration because of the applicable age-limit provisions.
The reported names from the 1998 batch in this category include Bhavani Singh Palawat, Dr Banshidhar Kumawat, Parshuram Dhanka, Jayanarayan Meena and Dr Vriddhichand Garg. From the 1999 batch, the names reported include Ramlal Gurjar and Dr Mahendra Lodha.
Their exclusion or non-consideration would depend on the relevant eligibility provisions and the position reflected in the official proposal. The final determination remains with the competent authorities under the applicable rules.
Selection Committee Meeting Is Not the Final Appointment
It is also important to understand what the September 23 meeting actually means for the officers involved. The Selection Committee’s consideration and recommendation form a crucial part of the RAS-to-IAS promotion process, but the meeting itself does not amount to the final appointment of the officers to the IAS.
After the Committee makes its recommendations, additional procedural steps have to be completed before formal appointments are notified. Reports published around the meeting have suggested that the remaining procedures in Delhi and Jaipur could take some time, with a formal promotion notification potentially emerging towards the end of 2026 or around January.
That timeline, however, is a reported possibility and not a confirmed government schedule. The actual date of notification will depend on the completion of the required procedures and approvals.
A Crucial Stage for Rajasthan’s Senior RAS Officers
The September 23 UPSC Selection Committee meeting brings together several pending strands of Rajasthan’s RAS-to-IAS promotion exercise. There are 18 IAS vacancies for the 2025 vacancy year, 1998 and 1999-batch officers are under consideration, three sealed-cover cases remain relevant, and questions concerning eligibility have shaped the final list.
The decision to conduct the proceedings at the Rajasthan Secretariat has added another distinctive feature to the exercise.
