Who Are IPS Officers Diksha Yadav and Dwarka Gaddi? Marriage Leads to Inter-Cadre Transfer to AGMUT
The Central Government has approved the inter-cadre transfer of IPS officer Diksha Yadav from the Bihar cadre to the AGMUT cadre following her marriage to fellow IPS officer Dwarka Gaddi. The approval, granted by the Ministry of Home Affairs (MHA), will now allow both young officers to serve within the same cadre under the All India Services spouse policy.
The transfer has drawn considerable attention within administrative and police circles, particularly because Diksha Yadav is widely known for her high-profile policing assignments in Bihar and for being one of the distinguished officers of her batch. She had earned national recognition during her police training after receiving the prestigious Sword of Honour at the Sardar Vallabhbhai Patel National Police Academy.
The inter-cadre transfer has been approved under the Government of India’s policy that permits officers belonging to the IAS, IPS, and Indian Forest Service to seek cadre transfer on marriage grounds when both spouses are members of All India Services. Such transfers are subject to approval by the competent authority and are intended to help officers maintain family stability while continuing their professional responsibilities.
With the approval, Diksha Yadav will now move from the Bihar cadre to the AGMUT cadre, which includes Arunachal Pradesh, Goa, Mizoram, and all Union Territories, including Delhi, Jammu & Kashmir, and Ladakh.
From IIT Delhi Graduate to IPS Officer
Diksha Yadav belongs to Khetri village in Rajasthan’s Jhunjhunu district and comes from an academically accomplished family background. Her father serves as an Assistant General Manager at Hindustan Copper Limited, while her mother is employed as a government school teacher.
She pursued B.Tech in Textile Technology from the prestigious Indian Institute of Technology Delhi and graduated in 2018. Despite securing a strong academic foundation, she chose public service as her career path and began preparing for the UPSC Civil Services Examination.
Her UPSC journey reflects persistence and determination. In her first successful attempt, she secured All India Rank (AIR) 342 and was allotted the Indian Railway Service. However, determined to join the Indian Police Service, she appeared again for the Civil Services Examination and improved her rank significantly, securing AIR 238 in the 2021 examination cycle, which earned her selection to the IPS.
During her training at the Sardar Vallabhbhai Patel National Police Academy in Hyderabad, Diksha Yadav excelled in both academic and physical training components. Her overall performance earned her the coveted Sword of Honour, one of the academy’s highest recognitions presented to the best all-round trainee officer. The award was presented by Union Home Minister Amit Shah.
Emergence as Bihar’s “Lady Singham”
After completing her training, Diksha Yadav was posted in Bihar, where she served as Assistant Superintendent of Police (ASP), Patna West, and later as Superintendent of Police (SP), Patna Central.
Her tenure in Bihar attracted widespread public attention due to her aggressive policing style, anti-encroachment drives, and firm law-and-order enforcement measures. Her visible field presence and decisive action in several policing operations earned her the popular nickname “Lady Singham” in local media and on social platforms.
Officials and observers noted that her administrative approach combined strong enforcement with active public engagement, helping her quickly emerge as one of the more recognised young IPS officers in the state.
Who Is IPS Officer Dwarka Gaddi?
Dwarka Gaddi belongs to Bishnah in Jammu district of Jammu & Kashmir and is a 2022-batch IPS officer of the AGMUT cadre.
He completed his schooling at Shiksha Niketan Higher Secondary School in Jammu and later graduated from MAM College Jammu. Like many civil services aspirants, his UPSC journey involved years of preparation and perseverance.
Dwarka Gaddi cleared the Civil Services Examination in his third attempt, securing AIR 412. He officially joined the Indian Police Service on December 19, 2022.
At present, he is serving as Sub-Divisional Police Officer (SDPO), Aizawl South, in Mizoram, where he is responsible for urban policing, law-and-order management, crime prevention, and public safety administration in the region.
A Young IPS Couple in the Same Cadre
The inter-cadre transfer marks the coming together of two promising young IPS officers who have independently built impressive reputations early in their careers.
While Diksha Yadav gained national recognition for her academic achievements, academy distinction, and policing assignments in Bihar, Dwarka Gaddi has been appreciated for his perseverance and steady rise through the civil services.
With Diksha Yadav’s induction into the AGMUT cadre, both officers will now be able to continue their policing careers within the same cadre structure while serving in different regions under the AGMUT framework.
The development also highlights the Centre’s continued implementation of spouse-based cadre transfer policies designed to support work-life balance among officers serving in the All India Services.
