Telangana DGP C.V. Anand Praises SIB for Anti-Maoist Operations, Surrenders and Rehabilitation Efforts

Telangana Director General of Police C. V. Anand on Monday praised the sustained efforts of the state’s Special Intelligence Branch (SIB) for its role in combating Left Wing Extremism, facilitating large-scale Maoist surrenders, and supporting the rehabilitation of former underground cadres through coordinated confidence-building and reintegration initiatives.

The 1991-batch IPS officer visited the SIB headquarters in Hyderabad, where he reviewed the current security situation relating to Maoist activities and assessed the intelligence wing’s ongoing anti-extremist operations, surveillance mechanisms, and rehabilitation programmes.

During the visit, the DGP commended officers and staff of the intelligence wing for their contribution in weakening the Maoist movement through intelligence-based interventions and strategic field operations conducted over several years.

According to officials, Anand particularly appreciated the efforts of SIB officers who worked to persuade underground Maoist cadres to renounce violence and return to mainstream society. He noted that the intelligence wing had adopted a balanced approach that combined security operations with humanitarian rehabilitation measures aimed at helping former extremists rebuild their lives.

The DGP observed that confidence-building initiatives undertaken by the police and intelligence agencies had played an important role in encouraging Maoist cadres to surrender voluntarily and reintegrate into society.

Officials present during the meeting informed the DGP about various intelligence-led operations and preventive measures being undertaken to monitor extremist activities and maintain internal security in vulnerable regions of Telangana.

Anand also conducted a comprehensive review of the rehabilitation programmes designed for surrendered Maoists. He assured that the Telangana Police would continue to support the social and economic reintegration of former cadres through long-term rehabilitation assistance and institutional support systems.

Emphasising the importance of sustainable rehabilitation, the DGP directed SIB officials to ensure continuous monitoring and follow-up support for surrendered Maoists so that they can successfully transition into civilian life.

He instructed the intelligence wing to facilitate access to skill development programmes, vocational training, employment opportunities, and livelihood support mechanisms for rehabilitated individuals.

According to officials, Anand stressed that rehabilitation efforts should not be treated as a short-term process but as a continuous engagement aimed at ensuring that former extremists are able to lead stable, productive, and socially integrated lives.

During the interaction, the DGP also reflected on the broader decline of Maoist influence after nearly four decades of insurgency-related activity in several regions of the country. He observed that the weakening of Left Wing Extremism has created a changing security environment that requires intelligence agencies to adapt to new forms of challenges and emerging threats.

Anand urged SIB officers to broaden their intelligence-gathering capabilities and remain alert to evolving security dynamics, including technological and digital threats.

He specifically highlighted the growing influence of social media and digital communication platforms on society, public opinion, and internal security. The DGP advised intelligence personnel to closely study evolving social trends and understand how online ecosystems can influence public behaviour, radicalisation patterns, misinformation campaigns, and law-and-order situations.

Officials said the DGP emphasised that intelligence agencies must evolve continuously and adopt modern analytical approaches to remain effective in addressing both conventional and emerging security concerns.

The visit was attended by senior officials of the intelligence establishment, including Additional Director General of Police (Intelligence) Vijay Kumar, senior officer Kartikeya, and other officers associated with the Special Intelligence Branch.

The Telangana Police leadership believes that the coordinated strategy of intelligence operations, targeted security interventions, confidence-building exercises, and rehabilitation programmes has contributed significantly to reducing Maoist influence in the state over the years.

The review meeting also highlighted the state government’s continuing focus on maintaining internal security while simultaneously promoting rehabilitation-based approaches for individuals willing to abandon extremism and rejoin mainstream society.
